Study Of Formation,Evolyement And Effectiveness Of Greenbelt

Some of the big cities in our country are facing with the problem of urban sprawl, and it will cause a series of problems, such as city traffic congestion, residents’ commuting cost boost and city ecological deterioration. Therefore the city growth needs to be managed, in order to achieve sustainable development of the city. Nowadays, there are three main types of the urban growth management tools, which are Urban Growth Boundary, Greenbelt policy and Urban Service Boundary. The Greenbelt policy as an ecological urban growth management tool, which not only can restrain urban sprawl, but also can improve the ecological environment of the city, but the domestic research community seldom study it. As a case of few successful Greenbelt policies, Seoul Metropolitan Area’s Greenbelt has been less studied.This paper takes Seoul Metropolitan Area’s Greenbelt policy as the research object, through the review on the formation and evolvement of Seoul Greenbelt policy, summarizes the Seoul Metropolitan Area’s Greenbelt policy’s implementation experience and existing problems, in order to enrich the domestic research achievements of Seoul Metropolitan Area’s Greenbelt policy.Although the Seoul Metropolitan Area’s Greenbelt policy can suppress urban sprawl, but it also takes negative influeces to the city’s development, such as restrictions on the Seoul’s land supply, residents’commuting cost boost, which makes it as a dispute in Korean domestic. The focus of controversy is whether the existing Greebelt’s positive income for the city’s development can compensate the negative income which the Greenbelt takes. Based on the counterfactual analysis method, we propose the assumption that the Korean government in 1999 started to remove the Greenbelt around Seoul, and the final release was completed in 2010. Through the analysis of different year’s gross income which is obtained from the release of Greenbelt, and compared with the present situation of Greenbelt, we draw conclusions as follows:(1) In a conservative estimate of the Seoul Greenbelt’s environmental benefits, When we remove part or all of the Greenbelt, we can obtain positive income, which shows that the exsiting Greenbelt’s negative impacts for city’s development has exceeded positive impacts. (2)With the expansion of release area, the marginal income will increase at the beginning and then decrease. (3)The boundary of the Greenbelt around Seoul should be adjusted, the specific solution is to remove the area of 230km2 of the Greenbelt land around Seoul, and the average distance of the new inner boundary of the Greenbelt to the downtown Seoul will be 17km. Because the comprehensive incomes of this way will be more considerable for city’s development.Finally, based on the practical experience of Seoul Metropolitan Area’s Greenbelt policy and other foreign cities’Greenbelt policies, we put forward relevant countermeasures and suggestions on China cities’ Greenbelt construction.
