Problems And Countermeatures Of Urimqi Government Procurement Project Management

Government procurement system has been carried out in Urumqi since 2001,now it has initially formed a traditional government procurement management system, which is mainly depending on centralized purchasing. In this system, execution and management have been in charge of separated sectors. But in recent year, government procurement has been more and more appreciated by the nation, laws and regulations have been published. The government procurement scale is extending steadily. The efficiency issues of government procurement are growing continually, and the original government procurement management system has been unable to keep up with the development of government procurement. The main train of this article bases on the line of "asking questions—analyzing problems— solving problems ". Taking government procurement activities as a project, this article takes the process of government centralized procurement as the main study object, and analyze current situation of Urumqi government procurement project management by the time sequence of " advance— in-process—after". And in the purpose of solving practical problems, this article provides suggestions in optimizing Urumqi government procurement project management.This article has four chapters as below:Chapter one mainly introduces the background and significance of the study, researches on government procurement home and abroad, and the definition and theories of Government Procurement.Chapter two is Relative Theories of Government Procurement and Current Development of Urumqi Government Procurement Project Management. It has two sections. The first part is introduction of three aspects including: an overview of Urumqi government procurement, the constitution of Urumqi government procurement, and the subject of Urumqi government procurement management. The second part is analyzing current situation of Urumqi government procurement project management. The whole chapter provides the theoretical and practical basis for analyzing and solving problems in next two parts if the article.Chapter three is The Problems of Urumqi Government Procurement Project Management. It analyzes the problems of Urumqi government procurement project management combining with current situation, and then finds the causes of these problems.Chapter four is The Suggestions in Optimizing Urumqi Government Procurement Project Management. As the last part of the article, the chapter provides feasible suggestions in optimizing Urumqi government procurement project management for solving the problems of Urumqi government procurement project management with practice.
