Firstly, this paper discusses the research and development of hub-network construction situation in our country from the provincial scale, using relevant data of R&D activities in various cities and provinces in 2014, applying principal component analysis method(pca) combined with the entropy value method of AHP, to establish R&D hub suitability evaluation index system. Through comprehensive evaluation, this paper assumes Beijing and Shanghai as our R&D hub and from three levels of network node, research and development hub for the R&D and R&D hub-network, a set of research and development hub-network structure concept system can be built in our country. Then, by ESDA method combined with GIS spatial econometric analysis, selecting three periods of 2004, 2009 and 2014, and this paper makes preliminary study on the characteristics, trends and driving force of the regional R&D efficiency and spatial difference of space-time evolution. Finally, based on the existing research, this paper discusses the research and development of our country in constructing a mature hub and R&D hub-network to improve the disadvantages of the overall research and development and to give relevant policy recommendations.The results show that at the present stage our country has not formed an actual R&D hub and hub network, and the related concept research is still on the phase of theoretical construction; the weight of R&D hub suitability evaluation index change along with the development of the social development continuously. Beijing and Shanghai are the two cities in our country with high suitability degree of research and development hub. Provinces and cities in our country show significant differences in R&D efficiency, significant spatial autocorrelation in provincial R&D efficiency, among which high value clustering enhances significantly and there appears spatial "club convergence" phenomenon; there exist obvious differences between the west and the east in China’s provincial R&D efficiency, and the eastern region is becoming a hot spot, central and western region development lagging behind. At the same time, the development speed in the central region develops faster than in the western region.
