The Study Of Communication Between The Government And The Public In The Execution Of The Guangzhou Basic Medical Insurance For Urban And Rural Resident

Public policy is aimed at solving social problems and realizes the public interests. In general, the executor of the public policy is the government, the object is the public, therefore the content of public policy is closely related to the interests of the public, affects their life and work in every respect. The public understanding and support is the most important thing to Public policies. They conduce to smooth execution and achieving the goal. In other word, communication between policy actors and objects is the equal of the communication between the government and the public, which affects smooth execution and achieving the goal. The study of government communication in this paper is a kind of managerial behavior or process which means that the government and the public deliver ideas, opinions, emotion, intelligence and information,in order to achieve mutual understanding,seek for smooth execution and goal achieving of the public policy.The paper takes the execution of the Guangzhou Basic Medical Insurance for Urban and Rural Resident for example, to analysis the validity of the communication between the government and the public by combining with domestic and foreign research and practical work experience. Guangzhou Basic Medical Insurance for Urban and Rural Resident was approved at the end of 2014. It is suit for the people who have the Guangzhou registered residence and the non-resident students who have the Guangzhou school roll. The policy is different with the old one(the Guangzhou Basic Medical Insurance for Urban Residents) at the coverage area, the ways for insured, the payment level and the treatment. It means that the public have to obtain relevant information, to adapt to the new policy impact on their life.The paper is mainly divided into five chapters. Chapter one introduces and expounds the study background and significance, literature review at home and abroad, study content and design. Chapter two is the theoretical basis including the core concepts such as the social insurance, medical insurance and the theories of management communication, communicative action and civil society. Chapter three is about the analysis and study for the communication status of the Guangzhou Basic Medical Insurance for Urban and Rural Resident. Chapter four is the communication efficiency of the policy execution. Chapter five is the feasible improvement suggestion of government communication, which combine with chapter three and chapter four.
