At present, the total amount of GDP in China has surpassed Japan to become the world’s second largest economy, but the CO2 emissions have been the first in the world.It’s urgent to reduce carbon dioxide emissions since excessive emissions of greenhouse gases have caused sea level rise, floods, high temperature and other serious phenomenons which threat to the development of the city and people’s living safety.Some cities in China, especially which are better developed, reduce CO2 emissions by the construction of low carbon demonstration area, low carbon industrial park, etc.In recent years, Bishan as the new urban development area of Chongqing, proposed the implementation of "three districts an one beauty" strategy, low-carbon city construction has made certain achievements. This paper attempts to establish a set of low carbon city evaluation index system which is in accordance with the actual development of the county, to evaluate the development level of low carbon city in Bishan, and to provide theoretical basis for its further development.This paper uses the combination of qualitative analysis and quantitative analysis,the method of combining normative analysis and empirical analysis and combined with the theory of urban ecology, environmental economics theory, the theory of sustainable development theory, in the course of the study, give full consideration to the district and county level city development status of and scientific construction for Bishan such a small city of low carbon city development level evaluation index system. It includes four aspects of evaluation index system of economic development, social development,energy development, environmental development. The Bishan District in Chongqing city is the main research object, and we select 11 counties of the new urban development area which are in same city function orientation and take Chongqing as the comparison,for more we also selected the better low carbon city development in Hefei City, Xiamen City as comparison object, with the aid of SPSS software on the relevant data of principal component analysis, draw the following conclusions:Firstly,the low carbon city development level of Bishan is higher than other counties of the new urban development area, and is also higher than the average level ofChongqing.Compared with other districts and counties of the new urban development area and Chongqing average level, the biggest advantage of low carbon city development in Bishan embodied in urban residents per capita disposable income, per capita water and built-up area green coverage rate of three aspects.Secondly,compared with the better construction of low carbon city, Hefei and Xiamen, the low carbon city development level of Bishan is still relatively low.The proportion of GDP per capita, urban residents per capita disposable income, proportion of the third industry, ten thousand people have bus, energy consumption per unit of GDP, living garbage of rate and the town sewage treatment centralized treatment rate of these indicators are lagging behind in Hefei, Xiamen.According to the above analysis results, this paper puts forward the feasible countermeasures and suggestions for Bishan from four dimensions of developing low carbon economy, low carbon society, low carbon energy and low carbon environment.The main innovation of this paper is that in considering the low carbon city connotation and the characteristic as well as the evaluation index system of low carbon city in the existing literature based on this, combined with the actual situation of the district and county statistical data collection.We construct a new set of evaluation index system of Bishan and related districts and cities of low carbon development level evaluation.At the same time we find he advantages and disadvantages of Bishan’s low carbon cities for the construction, and put forward the corresponding countermeasures and suggestions.The inadequacy of the paper is that it constructs evaluation index system, because of the difficulty of data collection, failed to cover the proportion of green building and the clean energy in primary energy resources consumption which have important influence on low carbon city development, leading to the result of low carbon city evaluation is not comprehensive enough.
