With the deterioration of the environment, people are increasingly aware of the importance of sustainable development. By adopting various effective measures to reduce carbon emissions in order to cope with the challenges of climate change has become the consensus of the world. The development of low carbon economy is the important way to solve the problems of climate, energy.As an important part of the low carbon economy, low carbon city construction is the development of low carbon economy. The construction of low carbon involves economy, society and environment and other factors and the mutual influence among these factors. Therefore according to the overall goal, we need to set the rule layer, gradual development goals, it will eventually be linked into the evaluation system, so as to low carbon city development level undertakes be integrated evaluating, find out the problems existing in the construction of city and reasonable measures to ensure low carbon city develop healthily and steady. This thesis focuses on the forestry resources type low carbon city studies, using a scientific, comprehensive and rational evaluation index system and principal component analysis method and analytic hierarchy process to evaluate the low carbon level of the Daxinganling area’s city development, and gives suggestions for the local government to reference in decision how to develop the city construction.This paper first introduces the research background and the significance as well as the domestic and foreign low carbon city development present situation. Secondly, this paper expounds the low carbon city development abroad and domestic practices and experiences, as well as forestry low carbon city evaluation theory. Thirdly, this paper introduces the area of DaxinganLing Range city development situation regarding low carbon city construction, combining with domestic and international carbon evaluation index system to establish the evaluation system for forestry low carbon city. Fourth, using the principal component analysis method and the analytic hierarchy process method to evaluate Daxinganling area’s low carbon level and find out the shortcomings and reasons and the corresponding solving measures.
