The Belt and Road Initiative, formed in 2013, constituted by the Silk Road Economic Belt and the 21 st Century Maritime Silk Road, is a new model of international cooperation to implement including diplomatic, political, economic,cultural and other aspects. In the top-level design for The Belt and Road Initiative strategy, XJ is clearly defined as core area of the Silk Road Economic belt. In the future, XJ will translate from the "peripheral economy" to the "frontier" or "bridgehead". Whether the Silk Road Economic Belt strategy and the core area construction can implement smoothly, depends on the port function. Therefore, port development is imminent.Based on this, this paper focuses on the frontier ports in XJ as the research object,to clear its role in building the position of the silk road economic belt core, and by applying the method of statistical analysis, field survey on the port and port economy development present situation analysis and evaluation, think that ports are faced with the problem are: due to ignoring the long-term planning and fierce competition leads to unbalanced development between ports; Customs clearance procedure is multifarious, low efficiency, high cost and poor collaborative between the two side port sectors make the customs clearance facilitation level is low; The construction of port traffic facilities, logistics park and other hardware facilities could not meet the demand. At the same time port construction limited by the regional economy and national policy and the other port, etc. Considering the strategy of the silk road economic belt and its core construction will bring great opportunities and challenges to the port, in order to better development in the construction of the port in the core area, and better serve the strategy of the silk road economic belt, this paper puts forward the overall plan of port development, among them the key is to make use of "The silk road fund", "AIIB" for the port infrastructure construction as funding support; With the direction of the silk road economic belt core, vigorouslyconstruction of port industry base; speeding up the urbanization process; speeding up regional economic integration process, which gives port more advantages, and then realize the construction of the silk road economic belt core.
