Research On The Green Development Of Industry In Northwest China Of The Silk Road Economic Zone

When economic development has achieved remarkable achievements,there are problems such as excessive energy consumption,increased resource dependence and huge ecological environment loss,so that people have to pay attention to resources and environmental problems.Traditional growth theory resources and the development of "dilemma" of resources,environment and development,after the "tripartite entanglement" shift industry development pattern and improve the green productivity become the focus of all countries.As the "silk road economic belt" strategy is put forward,is located in the northwest China silk road economic belt section(hereinafter referred to as "the northwest section")become the various resources gathered area,and the larger industry transfer,population,financial cooperation and frequent contributed to the economic and social activities for the demand of the local resources and environment,northwest of ecologically fragile already constitutes a serious threat.And the green industrial development decides the northwestern segment of green development,therefore,scientific evaluation of the northwest industry green efficiency,analysis the difference of time and space and source change,studies the influence factors of northwest section of the industry green efficiency,and select the northwest section of the main industries in the development of green,the development countermeasure of green industry,to solve the problem of northwest section of the ecological environment,building green silk road economic belt has far-reaching significance.This study focuses on the green development of the industry,and studies the green efficiency,influencing factors and green industry selection in the northwest segment.First of all,based on resources,environment and development perspective,the connotation of green development of industry,with a2000-2015 as the research range,choose green development input indicators and output indicators,using the method of SBM-Malmquist green accounting and decomposition efficiency of industry,and from the perspective of space and time change the fountain.Second,constructs the index system of influence on the development of green,random forest algorithm is used to explain the variable importance sorting,and fitting function of northwest section of the industry in 2016-2017 green development level forecast;The influence of each variable on the green development of the industry is discussed by using the Tobit model of the panel.Finally,from the perspective of industry selection,the author USES the weaver-thomas model to judge the major industries of green development in the northwest segment.The research results show that :(1)innovation driven green technology progress is the key factor to improve the green development of industry.(2)environmental regulation can stimulate the industry to learn enthusiasm for "best practicers" to a certain extent,and then guide the industry to follow the path of green development.(3)the scale of healthy and orderly economic development is the premise of green and clean production.(4)the healthy development of the green financial system is a stepping stone to the green development of the industry.(5)to guide the green flows to the northwest section of the main industries in the development of green,on the one hand can effectively reduce the social cost of economic development,is advantageous to the intensive resources,developing ecological industry chain,and help to form a scientific and orderly structure ofindustry.(6)in the process of urbanization,there are factors hindering the green development of industry,and the scientific outlook on development in the process of promoting the new type of urbanization will contribute to the green development of the industry.The main innovation points in the present study:(1)the research development of green from the industry level,and based on the ecological view,resource view,efficiency view defines the connotation of the green industry development,and north west of the actual development as the starting point of ecological fragile area,green measure industry development level.(2)use the non-radial non-angular SBM-Malmquist model to measure the green development efficiency of the industry in the northwest segment,and explore the essence of the green development of the industry from the perspective of time and space.On this basis,using random forest algorithm to prioritize the variables that affect the green development of northwest segment industry;Secondly,the influence factors of green development of northwest segment industry were analyzed by using panel Tobit model system.At last,the paper puts forward some Suggestions for improving the green development of the industry by combining the specific effects of each variable on the green efficiency of the industry and the prediction effect of the random forest.(3)from the industry perspective of choice,with green credit as the breakthrough point,using the Weaver-Thomas model on green development major industry in the northwest,northwest as a period of implementation the important development industry in the process of green development.It has broadened the research perspective of green development and provided concrete and reliable basis for further formulating industrial strategy policy and guiding the green development of industry.
