Dispatch service is a new way of employment.As a complement to thetraditional employment form,it has been booming in the labor market at home andabroad.Do not like the traditional labor relation which exists between employersand employees,its main characteristic achieved through signing a labor contract between the dispatch service company(employer)and the dispatched laborer(employee),and signing a services agreement between the dispatch service company and the dispatched laborer user company.In recent years,in order to save the recruitment and management costs,more and more enterprises in our country choose to use the new employment form on a number of non—core and non—professional operating post.Especially after the new’’Labor Contract Law”issued,to avoid the disputes caused by open-ended labor contracts,enterprises like to use the dispatch service employment form.Prior to this,the dispatch service was no legal basis in our country and it has been developed in a chaotic state for a long time.Its norms are far less than the degree of dispatch service in foreign developed countries.Because of this,the affairs such as disordered competition among the dispatch service companies,reverse dispatch and the frequent dimissions of dispatched laborers occured at times.With an increasing in the number of dispatched laborers and the improvement of the dispatch service laws and regulations,the dispatched laborer users’ Human Resource Management will face new challenges.The domestic studies of dispatch service mostly borrowed idears from China’STaiwan region and abroad.where the studies are more mature.And the domestictheory studies mostly focused on the dispatch service law,the advantages and the problems emerging during the development of the new employment form.And from the perspective of Human Resource Management,the researches were almost horizontal and theoretical types. Based on literature review,this paper chooses all important concept in the Organizational Behavior category—Organizational Commitment,and tries to find out how the dispatched laborers regard thecompanies they are servicing for.Empirical research are used to study how the laborers’ personal characteristic variables impact on their Organizational Commitment to the dispatched laborer users.The differences of Organizational Commitment between the dispatched laborers and the user company’S formal employees are also be studyed.The questionnaire used in this paper is composed of personal characteristic questions part and organizational commitment scale part.The organizational commitment scale is based on the Organizational Commitment Scale(OCQ)compiled by Mowday,Steers and Porter(1 979)jointly.Allen and Meyer’S Continued Commitment Scale(ccs)and Normative Commitment Scale(NCS) and the organizational commitment scale compiled by the Chinese scholars-Liu Xiaoping and Zhang Zhongfang(2000)are also the references.After the reliability and validity test,there are 1 7 questions retained.At last 1 49 valid questionnaires reclaimed from Internet and some dispatched laborer user companies are used to do empirical research.The innovation in this paper is using the empirical research to seek for the solutionfor dispatched laborers’ organization commitments to the user company. The purpose of this paper is to throw out a brick to attract a jade for those working for the theory of human resources, and also provided a constructional suggestion and solution for practice, especially for the better development of those companies who use dispatched employees.I hope this paper could contribute to the improvement of Human Resource Mmanagement in our country.
