Research On The Application Of BT Mode In Zhangzhou Infrastructure Project

Infrastructure is a kind of public service system, this system is mainly used to ensure that the country or region of the social economic activities to normal operation.At the same time, infrastructure is a general material condition for the survival and development of the society, mainly for the social production and residents living in public services. At present, Zhangzhou’s infrastructure construction is lagging behind compared to Xiamen and Quanzhou, which is from many aspects, the single investment channel, the investment is the main problem.As a new investment and financing mode, BT mode has been widely used in the construction of infrastructure and public utilities in our country for more than 10 years. Zhangzhou city also formally introduced the BT mode in 09 years, and in the next few years, and vigorously promote the application of BT mode in urban infrastructure construction. With the application of BT mode more and more widely,to a certain extent, ease the huge financial burden of the government of Zhangzhou,and because of its relatively new management mechanism, a more flexible management style and a clear division of responsibilities, showing a strong vitality.However, because of the huge investment, long duration and complex organizational relationship of BT project, some problems are exposed in the actual operation.In this paper, a comprehensive analysis, comparison analysis, case analysis and other research methods for BT mode in Zhangzhou city infrastructure construction in the application of research. First of all, the project financing theory as a guide, the study of BT mode and other related theories, the characteristics of the BT mode and the scope of application in china. Secondly, compare and analyze the BT mode and other common project financing mode, and find the similarities and differences.Finally, through the analysis of Bihu Ecological Park Road Project application of BT mode, explore the infrastructure construction of the pros and cons of the BT mode,thus the Zhangzhou local government by BT mode of operation and policies put forward the suggestions of the conclusion of the study.This paper from the perspective of theory and practice demonstrates the in the infrastructure construction in the implementation of the feasibility and value of BT mode, the BT mode existing problems are analyzed and combined with Bihu Ecological Park Road Project proposed more comprehensive improvement measures and policy recommendations, to further strengthen the role of government and the owners in the BT mode, deepen the BT mode theory, its prospect of application. In order to provide a theoretical basis for the application of BT mode in Zhangzhou city infrastructure construction.
