| With the rapid development of China’s economy and the acceleration of urbanization,the demand for infrastructure is increasing.However,due to the large investment in infrastructure construction and the long construction period,local government finance is unable to support large-scale infrastructure construction,resulting in the continuous increase of local government debt.However,under the impact of COVID-19,the increase rate of government finance is slowing down,and the traditional mode of infrastructure construction by the government cannot be sustained.Using the PPP mode,effectively solves the local government infrastructure required for insufficient funds and the lack of professional management ability,but traditional way of PPP mode for the social capital returns is commonly and feasibility to pay "government,users pay gap subsidies" three ways,taking Tong Liang area the PPP project to practice,Different from the three traditional return mechanisms,the model of mining right income compensation for infrastructure construction costs is adopted.Based on this,this paper analyzes the characteristics of the project structure,the risk bearing mechanism,the problems existing in the project operation and the reasons,summarizes the experience,and provides reference for the innovation of similar infrastructure construction financing mode in other regions.Therefore,it is of great significance to study this problem.Based on the theory of public goods and new public service,this paper focuses on the example of the industry-city integration PPP project of the transformation and upgrading of the independent industrial and mining area in Tongliang District by using literature research,case analysis and other research methods.It is found that the problems of PPP innovation mode in practice are mainly the non-standard PPP operation procedures,inefficient government supervision,and insufficient role of third-party institutions.The reasons are imperfect laws and regulations,the government’s lack of experience in PPP projects,PPP financing risks are too large,the amount of capital is large,and the return cycle is long.Then,optimization suggestions are put forward from the aspects of perfecting the PPP mode operation system,improving the government’s control ability,expanding financing methods,relaxing access conditions and so on.The main contribution of this paper is to study the PPP innovation mode of infrastructure construction,explore the problems encountered in infrastructure construction under the innovative mode,and give suggestions for solving them.It provides reference for infrastructure construction in other regions,and opens up a new idea of PPP construction mode. |
