In recent years, competitions among industrial enterprises become more and more fierce with the development of manufacturing industry, it is clear that the core problem is to make the production more effective and lower the cost in extreme. However, the production plan goes unfortunately in practice. The mussy procedure always cost much time, which has a passive effect on production plans. In order to solve this problem, it is valuable to set up a Job-shop management system for bridging the upper layer of production plan and the ground floor layer.In this paper, the characters of dispersed manufacturing industry were analyzed, and a system has been set up based on rule scheduling using for Job-shop with multi-production and small batch production, which combined the theoretical knowledge and practice. At first, the theory upon lean production and production scheduling was summarized. The relation between them is obtained. Secondly, the classes and rules of lean production system have been analyzed. Many scheduling rules have been compared for looking for an optimum program based on lean production. Last, we analyze the requirement analysis, frame and procedure of system, focusing on an example combined operation scheduling and operation orders, the comparison is performed before and after applicationIt should be stressed that the scheduling based on order not only has characteristics of fast calculation and simple algorithm, but also have a wide application. Nevertheless,all rules have short and long. Here, a mixed algorithm satisfying short delivery period is selected, it is clearly that the difficulty has eliminated more or less. Two rules of priority and first-in-first-out have been applied by Job-shop. In this case, this idea needsimprovement owing to increase of time cost. Upon this foundation, the adjustment of the finish time on the rule that short time plan has a priority. The result shows that this rule not only reduces the procedures but also lowers the possibility of inferior. Several examples are analyzed, here, finding the optimum solution. It results in a high coefficient of utilization and reduces the processes. This benefits the enterprises and satisfies the requirement of lean production.Finally, it was designed that a production scheduling system based on Access and Visual Basic for Application by means of the object-oriented method.
