Research On The Mechanism Of Emergency Response Of Marine Fishery Disasters

At present, the marine fishery career of China gradually embarked on the path ofstandardized management, achieved unprecedented success, but at the same time,marine fishery disasters are emerging, the number of type is increasing. Improving thesystem of emergency management of marine fishery disasters and formatting effectivemechanism of emergency management of marine fishery disasters, especially therapid implementation of emergency measures to reduce losses of marine fisherydisasters in the mid of emergency management, are important to improve the level ofemergency disaster management and reduce disaster losses of marine fishery, as wellas to protect the lives and property of the people along the coast and build harmoniousmarine fishery. However, the current emergency management of marinefishery disasters in our country is relatively weak, especially in emergency responseof marine fishery disasters, for example, the quality of emergency plans is not high,evaluation and decision making is not accurate enough lack of effective long-termcommunication and coordination mechanisms. Therefore, the work of strengtheningemergency response of marine fishery disasters is imperative.Based on the perspective of public management disciplines, explained marinefishery disasters, emergency management, emergency response and other relatedconcepts, divided emergency response into emergency response plan to start,decision-making and command and communication and coordination. Summarizedthe status emergency response of marine fishery in Qingdao and analyzed theexperience and lessons learned from the ice disaster of Jiaozhou Bay in2011, thenaccordingly put forward countermeasures to improve the mechanism of emergencyresponse of marine fishery disasters in Qingdao: improving the quality of emergency plans, establishing its core status and so on; construction of new system of emergencymanagement of marine fishery disasters; establishing long-term communication andcoordination mechanisms and strengthening the work of information disclosure.
