Yumenkou irrigation area drowing yellow water is one of the biggest irrigation areas and crucial crop production base of Yuncheng and Linfen, which has a great influence on the economic development of these two cities and even Shanxi Province. Because of the uneven distribution of water supply in time and space, it will seriously affect for agricultural production and sustainable utilization of water resources. The efficient use of water resources are the key problem. The following researches on water resources rational allocation of Yumenkou irrigation area drowing yellow water have been taken.The geographical feature, present situation of water supply system, and utilization of irrigation engineering facilities of Yumenkou irrigation area drowing yellow water has been collected and surveied in this paper. The basic information of available water resources and reservoirs in the irrigation area has been analyzed, and then the water resources mainly used for agriculture irrigation have been obtained. Meanwhile, water demand has been calculated and analyzed. The balance of water’resources supply and demand in Yumenkou irrigation area drowing yellow water has been analyzed. The analysis showed that total water resources fully satisfied the water demand of agriculture irrigation in Yumenkou irrigation area.The research of water resources rational allocation that aimed at the contradiction of water supply and demand of Yumenkou irrigation area drowing yellow water has been taken in the paper. The water resources have been allocated properly from different aspect of the yield of water and flow. Specific distribution plan of water resources and methods for problem of water shortage have been put forward, because of the uneven distribution of water supply in time and space. Safeguard for water resources rational allocation has been proposed at the same time.The specific research results are as follows.(1)Results as follows were analyzed by the balance of water supply and demand. The net water requirement of Yumenkou irrigation area is640million cubic meter, industrial annual water consumption is88million cubic meter, sand flushing annual water consumption is30million cubic meter, and water consumption of ecological water compensation is45million cubic meter, the total amount is803million cubic meter. The quantity of water lifts in the irrigation area is850million cubic meter. It is known from water balance that water supply is fully satisfied the demand, but by reason of uneven spatial and temporal distribution of water resources, the water shortage happens quite often in the irrigation area.(2)Based on the analysis of water storage and water requirement of crop growing period, specific plans have been put forward as follows. The water storage in March20to25(with a water storage of9million cubic meters), April15to19(with a water storage of22million cubic meters), May26to31(with a water storage of9million cubic meters), June1to15(with a water storage of62.7million cubic meters), and July1to12(with a water storage of18.2million cubic meters) should be allocated in demand to four dry period of crop which are March26to April14(with a water shortage of3.8million cubic meters), April20to May25(with a water shortage of27million cubic meters), August1to15(with a water shortage of62.7million cubic meters), and November21to December12(with a water shortage of27million cubic meters). As can be seen, water storage fully used at the dry period could solve the problem of water shortage and waste of water, thus achieve the purpose of rational allocation of water resources.(3)The results of research of water resources flow allocation indicated that the demand of irrigate flow was exceeded50cubic meters per second at the growth period which is March20to25, March26to April14, April20to May25,and November21to December12. The reservoir impoundment could be allocated to meet the flow demand of irrigation in these four growth periods. Three times of impoundment should be taken in the irrigation area. First impoundment with a impoundage of9million cubic meters and second impoundment with22million cubic meters could be impounded to Sanquan Reservoir, Xiliang Reservoir and Huihe Reservoir. And the impoundage of third impoundment is89.9million cubic meters, but the total storage of existing reservoir is38.25million cubic meters, and the available reservoir storage could not meet the requirement of impoundment. Therefore, a reservoir with storage capacity of52million cubic meters should be built.The water resources allocation scheme on quantity of water yield and flow of irrigation solved the problem of water shortage during agriculture irrigation, which was caused by the uneven spatial and temporal distribution of water resources. It is of great significance for improvement of economy and people’s living standards in the irrigation area, and for the sustainable utilization of water resources.
