In this study, we took the third vice of Gansu Loess Hilly Area (hereinafterreferred to as the Hill Zone3) as the study object. Basing on the annual statistical dataof the Soil and Water Conservation measures from1980to2012in the Hill Zone3and the first national water census in Gansu Province, and "08National Standard " asa guide. Results of the Soil and Water Conservation which the Hill Zone3hasachieved for more than30years, indicator system of comprehensive harness benefitof the Soil and Water Conservation, as well as the water diversion and soilconservation, economic, social and ecological benefits were analyzed, obtained thefollowing main conclusions:(1) Built the evaluation indicator system of comprehensive harness benefit of theSoil and Water Conservation in the Hill Zone3. According to the principle ofindicator selection, in combination with the practical situations of natural and socialeconomic in the study area. Identified four first-level indicators,10secondaryindicators, and23tertiary indicators as the evaluation indicator system of thecomprehensive harness benefit of the Soil and Water Conservation.(2) From1980to2012, Hill Zone3had made great achievements of the Soil andWater Conservation works. By2012, the area that the control measures of the Soil andWater Conservation saved in the district reached1.0161×106million hm2, thegovernance level reached51.48%.(3) Soil and Water Conservation is the basis of land management and riverregulation. The various measures of the Soil and Water Conservation of the Hill Zone3had cumulatively decreased runoff by31.72×108m3from1980to2012, andreduced sediment by5.01×108t, which made an important contribution to speedingup the regional economic development and reducing the yellow mud.(4) Soil and Water Conservation is an important measure that results inincreasing both production and income, getting the people out of poverty to be rich aswell. The various measures of the Soil and Water Conservation of the area hadcumulatively generated economic benefits that is273.95×108yuan from1980to 2012, including terrace′s economic benefit that is115.16×108yuan, forests′seconomic benefit that is64.36×108yuan, water conservation forests′s economicbenefit that is48.44×108yuan and artificial grass′s economic benefit that is45.99×108yuan. The grain output reached215.85×108t in2012, increased by170.12%; theper capita grain production reached400kg/person in2012, rised by87.63%; Percapita income reached3553yuan/person in2012.(5) Soil and Water Conservation is the basis of reducing natural disasters, andimproving the ecological environment and promoting the social progress. The variousmeasures of the Soil and Water Conservation of the area had cumulatively decreasedthe eroded land area by0.11×104km2from1980to2012, and reduced the flood by14.22×108m3and increased the constant water flow by2.41×108m3; Which reducedthe amount of soil nutrient loss, improved soil fertility. The measures of trees andgrasses that absorbed a large amount of harmful substances in the air, purified the air,improved the biological diversity, contributed the vegetation coverage to be26.60%;Meanwhile, which enhanced the land and labor productivity, improved the land usestructure, adjusted the structure of the rural production, improved the people’s livingstandards.
