| Water resources argumentationof construction projects,flood impact assessmentof construction projects,and water and soil conservation plans for construction projects are water-related approval items clearly stipulated by the Water Law of the People’s Republic of China,Flood Control of The People’s Republic of China,and Law of the People’s Republic of China on Water and Soil Conservation.The purpose is to protect water resources,reduce flood damage,reduce soil erosion.The “Three-in-One Review of Water Impact Assessment” was carried out in Beijing on April 1,2015,which was the first attempt in the whole country.The compilation content covered the requirements of the national water resources argumentation,flood impact assessment,and the standard and guidance for the preparation of water and soil conservation plans.In order to highlight the characteristics of Beijing’s water impact assessment,the implementation of Beijing’s urban master planningin 2030 has been added,which includes the rigid constraints of “water-based city,water-based land,water-based people and water-based production” in the Scientific Outlook on Development.The implementation effect evaluation of water impact assessment report is aimed at all kinds of construction projects in Beijing,including housing construction,transportation and ancillaryfacilities,public service,agriculture,forestry and ecological environment.Water impact assessment plays an important strategic role in improving the level of water resources management,strengthening the restriction and guidance of water in urban development,and realizing the water-based development in the capital.Therefore,this paper selects 39 typical cases from 795 construction projects approved by the municipal units from 2016 to 2018 for field investigation,evaluation and assessment,and then establishes a comprehensive rating index system of water impact assessment by issuing questionnaires to evaluation experts,report agencies and construction units.Finally,three aspects of assessmentare released,including the city’s “water impact assessment review system”,the review of “water impact assessment report” and “water impact assessment implementation process and construction effect”.The results of this research are as follows:(1)The results of the questionnaire show that the review experts and report compilersapprove the review system of water impact assessment,but the project design with high technical content such as the establishment of the review system classification management and the provisions of the classification management is not highly recognized.(2)There are 11 technical review points of water impact assessment report have received a high degree of recognition.In terms of technical points,the review effect of the text of “thewaterimpact assessment report” hasgenerally been evaluated well.(3)The comprehensive evaluation results show that 93.3% of the project implementation process meets the basic requirements,and 60% of the project implementation process is good.According to the preliminary statistics,the construction effect of water impact assessment has significantly improved the economic,social and ecological benefits of the whole city.The water use reduction index of 795 projects reviewed by the municipal units is 6.438 million m3,and the proportion of reclaimed water used outside the riverway of the whole city is increased from 2.3% to 26.2%,which improves the water use efficiency.According to the statistics,after the review of water impact assessment,the runoff coefficient and drainage volume before and after the construction of residential quarters and public service projects have also decreased.The exploitation and utilization of groundwater has been reduced from more than 2 billion m3 per year before the water impact assessment to 1.62 billion m3 in 2018,which plays a role in conserving groundwater and preventing ground subsidence. |
