As basic work of compiling county-level forest sustainable management project, forest functional zoning can make forest achieve multi-function. The zoning method we take in this paper is through analyzing forest category of each village to zone basic functional zones based on the data of forest resource inventory. Then referring to forest park, scenic tour zone and lands that are managed to maintain and protect significant biological, historical, geological values, distribution of water, road to zone special functional zone. We can generate a map of forest functional zoning through the ArcGIS software. The management of each functional zones consists of desired future condition and management standards established to help achieve or maintain the desired condition. The study of this paper enriches the content of forest functional zoning and provides effective methods for county-level forest functional zoning and management of functional zones in the establishment of forest sustainable management program of our country. The main conclusions are as follows:(1) We divide ten functional zones of the study area, including soil and water conservation areas, water resource protection, natural conservation areas, timber production areas, forest scenic tour areas, protect significant biological, historical, geological values areas, scenic rivers & recreational rivers, road, recreation areas, and riparian areas. These areas are involved in all aspects of the forest ecosystem.(2)Generating a forest functional zoning map of Chongyi county. This map illustrates a function that each area need to play in the research regions clearly. So the organization and implementation of management activities can be easy.(3) Elaborating the management of each functional zones through "desired future" and "management standards". A series of desired future depict the social, cultural, economic and ecological picture of the ideal management results of the research area. A standard is a mandatory constraint on management activities decisionmaking, established to help achieve or maintain the desired condition or conditions, to avoid or mitigate undesirable effects, including timber, vegetation, wildlife, fisheries, recreation, pest management, road and other aspects. Standards can protect area from the effects of excessive use and human activities and provide the framework for management activities.
