The total amount of agricultural water use in China is huge,the distribution of water resources is uneven,and the per capita water resources is low.Therefore,the high-efficiency water-saving irrigation project is the main trend of modern agricultural irrigation projects in China.At present,the risk management consciousness of high-efficiency water-saving irrigation project in China is still weak,the ability is insufficient,and the lack of system has brought losses to the project.Based on the theory of risk management,through field research and reading a large number of references,according to the characteristics of high-efficiency water-saving irrigation project itself,this paper studies its risk management.Firstly,this paper reviews the research results of risk management and efficient water-saving irrigation projects at home and abroad,which provides a basis for the following research.Then,the related theories and methods of risk management are studied.Through the analysis of the characteristics and processes of high-efficiency water-saving irrigation projects,the risk causes of high-efficiency water-saving irrigation projects are identified,and the initial risk list of high-efficiency water-saving irrigation projects is established.Then,according to the risk characteristics of high-efficiency water-saving irrigation project,this paper chooses the combination of expert scoring method,analytic hierarchy process and comprehensive fuzzy evaluation method to carry out risk assessment,and establishes an evaluation model according to the risk list.The specific establishment process is as follows: first,the importance of risk factors in the risk list is preliminarily scored by expert scoring method,then the weight of each risk factor is accurately calculated by the judgment matrix constructedby analytic hierarchy process,and finally,the overall project and risk factors are evaluated by comprehensive fuzzy evaluation method.Next,according to the risk factors of the risk list,this paper formulates targeted risk response measures and risk monitoring measures,and validates the risk list and evaluation model through the project example of T County high-efficiency water-saving irrigation project.It is found that the overall risk assessment results of T County's high-efficiency water-saving irrigation project are: higher risk.Among them,construction risk belongs to high-risk type,which includes social risk,technical risk,safety risk,land requisition and demolition,personnel risk,design risk and bad state risk of goods.Finally,according to the evaluation results,this paper formulated corresponding risk response and monitoring measures for the high-efficiency water-saving irrigation project in T county.This paper studies the risk management of high-efficiency water-saving irrigation project,makes the risk list,establishes the risk evaluation model,and puts forward the corresponding risk response measures,hoping to provide valuable reference for the risk management of high-efficiency water-saving irrigation project and accelerate the pace of the construction of water-saving society in China.
