Water-saving irrigation project is one of the most important ways to alleviate agriculturalwater shortage and water requirement of social and economic development in China. Due tothe strong facility of water-saving irrigation project, ignoreing the operation and maintenancecost control of water-saving irrigation project will be seriously affected Chinese agriculturedevelopment and the sustainability of water resources. Therefore, in order to improve theoperation and maintenance cost control ability of water-saving irrigation project, based on theoperational stronger engineering design as the breakthrough point, using the multiple casestudy approach to explore the influential mechanism of engineering design on the operationand maintenance cost of water-saving irrigation project. From the service process dimensionand engineering dimension, three typical water-saving irrigation types will be analyzedthrough two level cross-case analyses, so as to reveal the process "black box" betweenengineering design and the operation and maintenance cost of water-saving irrigation project.The main contents are as follows:Firstly, through literature review, this paper systematically summed up the engineeringdesign of water-saving irrigation technology optimization, the optimization of differentagronomic crops in water-saving irrigation engineering design and current situation about theresearch on the effect between water-saving irrigation engineering design and operation andmaintenance cost. The research status about the engineering design and operation andmaintenance cost has been clarified. That will lay the foundation for the study design and theframework of a prior assumption.Secondly, according to the nature of the study and the particularity of analysis unit,determine the research methods and the case study research design in this paper. Then,through the theory of value engineering, the framework of a prior assumption which revealsthe relationship between engineering design and operation and maintenance cost ofwater-saving irrigation was proposed. Three typical water-saving irrigation types wereanalyzed in an engineering type dimension cross-case study and a service process dimensioncross-case study. With the QSR Nvivo-10software,54coding which reveal the relationshipbetween engineering design and operation and maintenance cost were found through25technical literatures which were selected in a normatively way. Thus the framework influencemechanism of the process as “Design-Event-Effect-Cost”(DEEC) was revealed.Finally, two interviews have been carried out to verify the results of case studies. Withthe interviews, the existence of DEEC coding which verified the process model between theengineering design and operation and maintenance cost in water-saving irrigation were proved.At the same time the “literal replication” of case study method was committed which improvethe validity of the findings in this paper.The existence of DEEC coding revealed the “black box” between engineering design and operation and maintenance cost of water-savingirrigation project, and also provided the basis to avoid any bad design behavior for the designunit.
