The forest resources play an important role in maintaining national economy development and keeping the balance of ecosystem, so we should know the cement situation of forest, grasping its changing regulation and enact scientific forest management decisions. The traditional methods of forest resources investigation are inapplicable, so we must adopt new technique. In recent years, traditional GIS is switching to Web with the rapid development of Internet technology, and publishing information on web has become hot research thesis of international society. Carrying on the forest resources management with the WEBGIS technique and users sharing the forest resources data with network in order to study the function dynamic state of the forest resources and hot problems of other aspects to provide the technique to prop up, can also provide helps for the decision maker.As result of the above-mentioned themes, this paper carries through the study of WEBGIS application. Compared to the existing different WEBGIS software technology, this paper further discussed the system structure of WEBGIS, realization technology and relevant knowledge. Through analysis, The B/S system structure model was proposed and the system was reasonably divided into application layer, logic business layer and data service layer. From technological aspect ArcIMS can provide some functions for forest information release and make out the application and the feasibility of ASP expanding system. Meanwhile, this paper proposed the solution of the digital forest information system. And from the characteristics of system the paper had proposed the overall design of the system. Combining the systematic function, the management method and the rational structure of the database, the combined way of attribute data and spatial data was proposed.The research takes the Guandian forest farm of Chuzhou city as the experiment area, completes the collection of the basic geographical and thematic data based on ArcGIS9.0 applying remote sense and geographical information system technology, and establishes the incorporation of forestry GIS special data and attribute data. Moreover, many functions, such as the query, analysis, forecast, process information presentation etc., were realized by secondary development based on ArcIMS.
