Water is the source of life on the Earth. It is important not only for man but for the entire animal and plant life. Methods for reproduction of water do not exist; there is also no liquid, similar to water, so we need to treat the most valuable natural resource with great care. At the same time the water on Earth is inexhaustible for all practical purposes, and even a drop of it does not disappear in the cycle of nature.Needs in water constantly increase, requiring the application of big efforts for the transformation of raw water to drinking. Violation of those or other sanitary rules in the organization of water supply and the operation of the water supply system leads sanitary problems and even disasters. According to the world health organization, every year about 5 million people die because of the poor quality of drinking water. Infectious morbidity associated with water supply, reaches 500 million cases per year. This gave grounds to call the problem of supply of high quality water in sufficient quantity the number one problem in the whole world. Provision of the Russian population with quality drinking water is one of the main state problems, which has acquired special urgency in connection with observed almost everywhere deterioration of the overall environmental conditions and excessive pollution of water bodies and water sources. In particular, the government pays special attention to problem of drinking water supply of the population living in rural areas. The right of Russian citizens to a favorable environment, on priority water use, satisfaction of physiological and domestic water needs is fixed by the legislation of the Russian Federation. Nowadays the issue of drinking water supply in the right quantities and qualities is considered to be an international one. Today it is especially felt in the rural areas most of the countries in which there are certain difficulties with the provision services of hot and cold water supply. In those rural communities that do not perform activities for the development of this important sector of public utilities, there is a general deterioration of living standards, and as a consequence, a decline of economic development of these territories. In this paper I also appealed to the studies of Chinese specialists on improving the conditions of water supply in rural areas of China. Theoretical principles can be used as an example of foreign experience in solution of problems, and potentially for practical application in the territory of rural settlements of Russia. In the materials published by the Chinese mass media, I found a lot of useful information, which also formed the basis of this thesis.
