Study On Performance Evaluation Of The Virescence Maintenance Management Of Fu Zhou City

With economic and social development, and the improvement of urban construction standard, the construction and development of city landscape green also get more and more attention by the government and society. As the basic component of urban infrastructure and soft environment, urban landscape green is an important component of urban ecological civilization, so the maintain management work has attracted considerable attention. At present, the study on maintenance and management of urban greening focused on qualitative description and analysis. However, there are only a few studies on quantitative analysis and performance evaluation research. In order to further improve the management level and maintenance efficiency, realize the effective utilization of resources and configuration, it is necessary to study on performance evaluation of city green maintenance management.Based on the theory of "new public management", "performance evaluation" and "public goods", the paper reviews the research results on performance evaluation both at home and abroad. It also analyzes the characteristics of virescence maintenance and management in Fuzhou. Then it sets up a complete pact of scientific, reasonable, practical and multileve evaluation system. At the same time, a fuzzy comprehensive evaluation method is used to make a performance evaluation of virescence maintenance and management in urban district of Fuzhou city. It gets the realistic evaluation conclusions. From the results of evaluation, there are some problems about virescence maintenance and management in Fuzhou. Six major questions are listed, such as virescence maintenance costs are unseasonal and reasonable payment rate is not ideal; the extent of maintenance contract cost has changed so much; the maintenance and management are inadequate of information technology; lack of law enforcement; technology and equipment is not updated in a timely manner. At last, this paper gives the corresponding suggestions.This study not only enriches the urban virescence maintenance and management in the performance evaluation of the cause of the theoretical system, but also provides some valuable references for the implementation of the innovative reform on virescence maintenance and management system in urban district of Fuzhou city, and the improvement of the maintenance and management level.
