The red soil region of Fujian province has been suffering from soil erosion seriously because of the large topography,loose soil structure,poor resistance to erosion,combined with rainfall concentration and storms.For preserving water and soil resource,presently,it has formed a lot of effective measures for soil and water conservation after long-term research and practice.However,there are several problems in the process of implementation,such as many restrictive conditions,unreasonable allocation and beyond expectation of the effect.Configuring different types of measures reasonably in space to produce the comprehensive benefits in ecological,economic and social aspect under limited investment of soil and water conservation has become a hot research.Furthermore,solving the multi-objective optimal problem is the key because the optimal allocation of soil and water conservation measures in space refers to multi-objective.This research focus on the area of Chanting County,Fujian Province of which soil is being serious eroded.From the perspective of suitability and economic and ecological benefit of spatial distribution of soil and water conservation measures,this paper has constructed an optimized spatial allocation model of soil and water conservation measures,and adopted a fast and elitist multi-objective genetic algorithm(NSGA-II)to solve the model in order to screen out the best program.What's more,compare and analyze experimental result by using the reality of soil and water erosion control between 2013 and 2015.Finally,the paper presents a scheme which is applicable to the research area for offering basis to policy-making of government.In this paper,the concretely contents of this study are as follows:(1)Collect the necessary data of research and introduce the methods of indicator selection and data processing.(2)Complete the identification of characteristic scales on spatial pattern of soil and water conservation measures and multi-scale analysis of influencing factors.The results show that different sphere of action and scale of influencing factors has different influence on spatial distribution of soil and water conservation measures by using standard regression coefficient.(3)Fulfil the suitability evaluation of different soil and water conservation measures.This part includes formulating evaluation system of the suitability of measures,then evaluating the suitability of these measures and dividing the result into several levels,counting the area and distribution of measures in every level.(4)Realize the optimal allocation of spatial distribution of water and soil conservation measures.Build optimal allocation model of water and soil conservation measures in space with the aim of minimum investment,maximum ecological benefits and maximum suitability.Apply the NSGA-II algorithm to solving the model.Choose the best measure by using grey relation projection.Compare the experimental result with the reality of soil and water erosion control between 2013 and 2015.The comparison result shows that the effect of optimal allocation is obvious and the optimal allocation scheme is practicable,therefore the scheme can offer the decision-making basis for government implementing soil and water conservation measures.
