In recent years, with the rapid development of the national economy, railway construction is entering a stage of rapid development. Railway network promote regional economic development and increase the ease of people’s lives. Meanwhile, the ecological problems caused by the railways are also increasingly prominent. In the western development policy and the policy of Rise of Central China, a large number of railway constructions are constantly advancing towards the mountains. Mountain railway building more bridges and tunnels, and large square excavation and filling of subgrade. Inadequate protection can easily lead to soil erosion. It is more typical of artificial accelerated erosion. The appropriate system of soil and water conservation was established according to the characteristics of soil and water loss in railway construction, which can effectively reduce the amount of water and soil loss caused by railway construction and ensure the safety of railway operation, and ensure the sustainable utilization of land resources. For the improvement of the ecological environment along the project, the promotion of regional sustainable development is of great significance.In this paper, the hilly area sections in the railway construction from Jinhua to Taizhou as an example, the research method of combining 3S technology and field reconnaissance, using the RUSLE soil erosion model analyzed soil and water loss situation in the area along the railway. The soil and water loss along the railway is mainly micro and slight water erosion. The proportion of micro erosion is 61.34%, and the proportion of slight erosion is about 20.78%. There are some gravity erosion phenomena such as collapses and landslides in the local area. Fully understand of the natural environment characterized and the soil erosion status and socio-economic conditions of the construction area. By studying soil erosion factors and erosion sources of railway construction projects, determine the characteristics of soil erosion caused by the railway construction from Jinhua to Taizhou. And according to the characteristics of soil erosion, the study area is divided into general prevention area and geological disaster prone areas. The soil and water conservation measures of the general prevention area along the railway are mainly slope protection, runoff control, vegetation restoration, land improvement and temporary measures. In addition to the general prevention and control measures of soil and water conservation in the railway, the landslide prone section of the project is also equipped with the landslide prevention measures which are mainly based on drainage works and supporting projects. Debris flow prone sections of the preferred option to avoid. If passing around isn’t feasible, the main measurements are tree planting closing hillsides to facilitate afforestation, block project, and drainage. So as to constitute the soil and water conservation measures system of Jintai Railway, to provide a guarantee for the railway construction safety and operation safety. At the same time, it also provides reference basis for water and soil conservation measures of other railway construction projects in the region.
