Study On The Yellow River Irrigation Ningxia Agricultural Water Resources Right Model And Its System

Water resources shortage and waste is a serious important bottleneck that restricts our country’s social, economic and ecological sustainable development. In view of this situation, China will implement the most strict water resources management system and carry out the pilot work of water rights in seven provinces. And agricultural water rights, regarded as the main content of the water rights registration,is the process in which governments of all levels confirm the using rights of the next level units or users of agricultural water resources in accordance with the laws of the state. To carry out agricultural water resources means that the management of agricultural water resources will be transformed from the traditional extensive management to detailed management, from qualitative management to quantitative management, which relates to multiple aspects including the total red refinement, system construction and the reformation of the management system, ect. And itisan urgent need to solve the problem of agricultural water resource.This paper conducts more in-depth analysis and research around the model and system of agricultu ral water resources approval in Yellow River irrigation area of Ningxia, the main research contents and results are as follows:(1) Propose system of agriculture water resources approval in Ningxia irrigation area of Yellow River, including target of approval, principle of approval, thinking of approval, object of approval, validity period of approval, range of approval and approval influence factors analysis.(2) After analyzing the choosing of approval indicators, and comparing the advantages and disadvantages of various allocation methods, we ultimately determine the method of AHP combined with Entropy weight method and orthogonal projection TOPSIS to construct the allocation model of Ningxia irrigation area of Yellow River agricultural water rights approval.Approve agricultural water resources in Ningxia irrigation area of Yellow River, and then assign it to municipalities, county (district) and the township successively.Eventually choose Rural Water Association as the object of approval in the meantime compare and analyze annual average method, traditional method of quota and status of water and three red line based on approval results.(3) Propose the agricultural water resources approval system, which provides a reference for other areas of agricultural water resources ownership.
