Study On The Classification Compensation Of Ecological Public Welfare Forest In Zhuzhou City

Ecological public welfare forest compensation has always been a hot issue, currently used by the larger area exists in the form of compensation of disputes, because it does not take into account the ecological public welfare forest quality.The compensation system to a great extent, hit the enthusiasm of forest and is not conducive to healthy and stable development of public welfare forest.Determine of the forest ecological benefit compensation standard is the basis and prerequisite for the scientific and fair to implementation of ecological public welfare forest compensation.In this paper, by introducing the concept of "graded compensation coefficient", quantified the classification standard of the ecological public welfare forest compensation which both considerate the owners and the governance level of ecological public welfare forest, and level of protection, forest quality and ecological service function.This paper takes Zhuzhou city as a case, study on the classification and compensation of ecological public welfare forest in Zhuzhou City,the main conclusions are as follows:(1)Built the ecological public welfare forest classification compensation coefficient model of Zhuzhou city and selected the index about the ownership, the governance level, protection level, forest quality and ecological service function to quantitatively describe the classification standard of ecological public welfare forest compensation.Based on forest resources planning and design survey of Zhuzhou city in 2013, by using variation coefficient method, the classification of ecological public welfare forest compensation coefficient model was constructed. The concept of graded compensation coefficient for the ecological public welfare forest compensation work provides a new way of thinking.(2)based on the model of ecological public welfare forest classification compensation coefficient, the standard of ecological public welfare forest classification was determined and take equal spacing method, the level of ecological public welfare forest is divided into 5 grades according to the classification of the compensation system.Among them, the grade Ⅰ about Hierarchical compensation system values is [0.8000～1.0000), the o gradeⅡ is about[0.6000～0.8000), the grade Ⅲ is about [0.4000～0.6000), the grade Ⅳ is about [0.2000～0.4000)and the grade Ⅴ is about [0.0000～0.2000). And corresponding formulating measures of management in allusion toeach grade.
