Research On The Implementation Of Ecological Benefit Compensation Policy For Public Welfare Forest

As the damage of ecological environment gradually appears,the attention of the whole society to the protection of the ecological environment is becoming more and more important,in which the decline in the forest coverage,the intensification of soil erosion and the enhancement of the greenhouse effect are all inseparable from the protection of the ecological benefits of the forest.This makes us need to pay attention to andvigorously promote the establishment and improvement of the ecological benefit compensation system for public welfare forests in China,promote the effective implementation of the ecological benefits compensation policy of public welfare forests and promote the sustainable development of the ecological environmental protection work in China.The ecological benefit of the forest has the external economy.The beneficiaries of the good environment often do not directly participate in the construction and protection of the environment,but the providers of good environment often can not obtain reasonable returns through environmental protection,so as to maintain the average living standard of the society.Therefore,a positive and reasonable incentive mechanism is needed,that is to say,the compensation mechanism for ecological benefits of forest needs to be built.In the forest ecological benefits compensation,China has initially established the ecological benefit compensation policy of public welfare forest,but in the concrete implementation process,there are some problems,such as the obstruction of the policy implementation,the lack of management personnel,the lack of supervision and management and the improvement of the public participation consciousness.The effect of policy implementation is not satisfactory.Based on the Smith Model,this thesis studies and analyzes the current situation,existing problems,reasons and corresponding suggestions for the implementation of the ecological benefits compensation policy of Huanggang public welfare forest,in order to provide reference for the government to improve the ecological benefits compensation policy of public welfare forest.The full text includes seven chapters:The first chapter is the introduction of this thesis.Mainly including the research background and significance of the thesis,introduces the field of policy implementation and the status of domestic and foreign research in the field of ecological compensation,and explains the research methods adopted in this thesis and the general research route.The second chapter mainly explains the basic concepts and related theories involved in the thesis,including the policy implementation,the concept of ecological benefits compensation for public welfare forests and public welfare forests and the theoretical basis of the compensation for the ecological benefits of public welfare forests,and studies the Smith Policy-Implementation-Processing pattern,and analyzes the applicability of the Smith model and this thesis.The third chapter is mainly to explain and analyze the current situation of the ecological benefit compensation policy implementation of public welfare forest in Huanggang,including the survey location,the policy content,and the effect of the implementation of the ecological benefit compensation policy of public welfare forest,and analyzes the trend of public welfare forest construction,investment funds,public participation will and so on,and puts forward some representative problems.The fourth chapter analyzes the causes of the problem in implementation of the ecological benefits compensation policy of Huanggang public welfare forest.Based on the Smith Policy-Implementation-Processing pattern,it finds out the reasons for the implementation problems and obstacles from four aspects including the policy itself,policy enforcement agency,the target group and the environmental factors.The shortcomings of the policy itself include the lack of public participation in the process of formulation and the lack of sustainability;the target group is due to its own 'economic man' idea,and the lack of awareness of the policy,so the awareness of participation is not strong;the executive agencies are inefficient because of the backward management and the low professional level,resulting in the efficiency of implementation.The policy environment is mainly due to backward economic development and lack of relevant legislation and supervision mechanism.The fifth chapter,combined with the actual situation of Huanggang,puts forward suggestions for improving the implementation of public welfare forest ecological compensation policy in the future.From four aspects,this thesis puts forward some suggestions for promoting the effective implementation of Huanggang public welfare forest ecological benefit compensation policy.First,from the idealized policy,we should improve the scientific decision-making mechanism of the ecological benefit compensation policy of the public welfare forest,rationally expand the compensation object and scope,and improve the standard.Second,from the aspect of the executive organization,we need to realize scientific management,strengthen exchanges and cooperation between various departments,and improve the professional level of the management and nursing staff.Third,from the target group,we should increase the publicity,strengthen the awareness of the policy,develop a variety of forestry economy,increase the income source,and fourth,from the policy implementation environment,we should build the supervision mechanism and establish the corresponding legislation.The sixth chapter covers the overallresearch contents of this thesis,and summarizes the shortcomings of this article and future research directions.
