As the main body of forest resources management and development,forestry behavior decision will have a great impact on all aspects of forestry.Forestry is the basic industry to improve the ecological environment and maintain the security of national land resources.Public welfare forest is an important part of forestry.At present,the national public welfare forest resources are limited in our country.And most of them are distributed in the underdeveloped areas,but the beneficiaries are mostly in the economically developed areas,which greatly affect the enthusiasm of forest farmers and camp forests and hinder the healthy and orderly development of forestry.At the same time,because of the compensation system of ecological public welfare forest Degree is still in the stage of exploration and perfection,and there are still many problems in the process of implementation,which seriously affect the construction of ecological engineering,the development of local economy and the income generation of forest farmers.Therefore,the state attaches great importance to the development trend of forestry resources.From the beginning of the 20 th century,a series of powerful measures were promulgated to increase the conservation and construction of ecological resources,until 2004,when China began to implement a new public welfare forest compensation policy.However,can the implementation of the policy effectively improve the enthusiasm of forest farmers and forests? What are the influencing factors for forest farmers to participate in the decision-making of forest management? What is the evaluation of compensation policy by forest farmers? This is a theoretical and practical problem to be explored.This study takes Jiangxi Province as the study area,based on the analysis of the status quo of implementation of the compensation policy for public welfare forests in Jiangxi Province,a theoretical analysis of the influence of compensation policies for ecological forests on forest farmers' behavior,the forest management behavior proposed in this study refers to the behavior of forest farmers exiting commodity forests and returning to public welfare forests and forestry farmers' management behavior,using random sampling and typical sampling,based on 753 sample farm households in 17 counties in Jiangxi Province,an Empirical Analysis of the Impact of Ecological Public Forest Compensation Policy on Forest Farmers' Behavior of Forestation,on this basis,the research conclusions are drawn and related policy recommendations are given.The main research process and conclusions are as follows:Based on property rights theory,farmer behavior theory,and externality theory,from the multiple dimensions of forest farmers' own characteristics,family resources characteristics,geographical environment characteristics,compensation policy characteristics,etc,by using the binary Logit model analysis,empirical Analysis ofInfluence Factors of Forest Farmers' Decision-making Participation in Forest Management after Multiple Pairings,Research indicates:(1)forest farmers' exit from commercial forests and return to public welfare forests are mainly affected by:changes in household income after age,occupation,compensation policy,satisfaction with compensation policies,and whether there are any factors such as participation in cooperatives and geographical location.As the age of forest farmers grows,their labor capacity decreases,the weaker ability to accept new things,the more impact the forest farmers withdrew from commercial forests,the more they returned to public welfare forests;The change of household income and satisfaction with compensation policy after compensation policy has a significant positive impact on forest farmers' exit from commercial forests and return to public welfare forests;Whether joining the forestry cooperatives has a significant negative correlation with forest farmers' decision-making behavior;In the geographical location factors,the residents living in hills and mountains are forest farmers,the more reluctant to participate in the withdrawal of commercial forests,the return to public welfare forests.(2)The participation of forest farmers in the management of breeding activities is mainly affected by factors such as gender,whether they are engaged in forestry business activities,family population,cultivated land area,living standards,satisfaction with compensation methods and compensation standards.In view of the existing problems,in order to improve the enthusiasm of forest farmers to respond to the ecological forest compensation policy,the corresponding policy recommendations are put forward: implementing dynamic compensation policy,increasing the compensation standard year by year,increasing policy support,Expand the coverage of forestry subsidies,improve the cultural quality of forest farmers,strengthen the ability to accept new things,encourage diversified management of forest farmers,expand non-agricultural income of forest farmers and so on.
