At present, China’s forestry is at a critical turning point, which is experiencing historic change that from mainly timber production period to ecological construction-based time. The great-leap-forward development of forestry urgently needs effective implementation of the protection of new varieties of plants, which encourage breeders to cultivate more and better plant new varieties in order to improve our country’s ecological situation and satisfy people’s living needs. In the completed Strategic Studies of China’s continuable development in forestry, the State Forestry Administration has emphasized the development of intellectual property in forestry as a strategic focus of forestry technology development. Besides, it has also identified the goal of the protection of new varieties of tree flowers, one of which is to establish a forestry information network system of new tree flowers species and build a network information management system.We establish the guidelines for the conduct of tests for Distinctness, Uniformity and Stability with Chinese characteristics, and on the basis of this, developing the data-base of the known varieties and its managing information system, which is the main technical basis for the technical checkup of application of the plant new varieties right and granting plant new varieties right. It can not only speed up the censor process and also have great impact for effective and veracious censor.This paper takes Rosa L. in the first batch of national list of the protection of new varieties of plants(Forestry part) as research targets, introducing the construction of the guidelines for the conduct of tests for DUS of Rosa L. , and developing the known poplar varieties database managing information system based to guidelines. The DUS testing guideline, the systemic architecture and function module are expatiated, the database and page layout designed. The system mainly takes ASP as exploitation platform, SQL Server 2000 as background database, popular Browser/Server as its mode, fulfilling the establishment of two kernels of background managing and downstage user searching system.The testing guidelines and the system on one hand faces the examining and approving department, used in directly comparing applying varieties and the known varieties, filtering similar varieties or as foundation of choosing standard varieties in testing directory. On the other hand, it faces all rose breeders and users, helping them look up their variety information truly and apply the right of plant new varieties quickly. It has important epoch-making significance in formulating plant new varieties, protecting plant new varieties light and being in line with the international union for the protection of new varieties of plants.We study and development the guidelines for the conduct of tests for distinctness, uniformity and stability and the Database Management Information System for Known Varieties—Rosa L., which is firstly witnessed an home, and is recognized by the experts and the chief project manager department.
