The Study Of Occupational Health Management Situation And Solutions In Township Enterprises

Objective: Refer to state relevant regulations, quantitatively score enterpriseoccupational health management records and analyze the score results, understand presentsituation of enterprise occupational health management to study current situation,prevention and solutions of occupational health in township enterprises, which providesreferences for enterprise’s internal management and government supervision.Methods: Through data sampling method to investigate enterprise occupationalhealth situation at one town in Kunshan City. Using stratified sampling method, spot checksix large enterprises, six medium-sized enterprises, six small enterprises and sixmicro-enterprises, investigate each specific information of occupational healthmanagement records. According to "13normative rules about Enterprise’s OccupationalHealth Management" to determine its qualified rate, according to the judgment results,analyze the establishment and implementation situation of enterprise’s occupational healthsystem at one town in Kunshan City and understand the weaknesses of enterprise’soccupational health management system.Results:(1)The top3of total average score about first-grade index qualified rate areoccupational hazard reporting system (Abbreviations are used for the following systems),monitoring evaluation, hazard informing. Average scores about first-grade index qualifiedrate in large, medium, small and micro-enterprises are0.910,0.832,0.615,0.452respectively.(2) The lowest total average score of second-grade index qualified rate isfrom routine monitoring, the score is0.250.(3)(3) Through analyzing and comparingfirst-grade and second-grade indexes,among unqualified first-grade indexes, lowersecond-grade index scores are as follows:first-grade index personnel protectionsystem(score:0.562),its second-grade index scores of protective equipmentpurchasing&qualification and protective equipment standards are0.375,0.500respectively.Qualification score of first-grade index monitoring evaluation for all enterprises is0.458,its second-grade index score of routine testing is only0.250.The score of first-grade index occupational health monitoring records management system is0.663, itssecond-grade index score of occupational health inspection is0.396, while its second-gradeindex score of monitoring records management is relatively high,at0.906.while inqualified first-grade indexes, unqualified second-grade indexes also exist. First-grade indexoccupational health propaganda, education&training system(score0.710) has unqualifiedsecond-grade indexes occupational health publicizing training requirements (0.525) andtraining assessments (0.525); first-grade index occupational hazards examination&hiddenrectification system(score0.743) has unqualified second-grade indexes occupationalhazards examination content(0.583), hidden accidents rectification and review (0.625);first-grade index emergency rescue plan management(score0.750) also has unqualifiedsecond-grade index emergency rescue plan propaganda and exercises (0.500).Conclusions: According to accounts survey, it shows the overall level of enterprise’soccupational health management in Kunshan City is relatively good, occupational healthmanagement system in large and medium-sized enterprises is overall relatively sound, butthe small and micro-enterprises have a relatively bad system. On the basis of the existingoccupational health work, we still should strengthen investments in occupational healthtechnical service institutions, enterprise training and supervision etc. and set upcity-town-enterprise, three-level occupational health prevention system.
