The Sixth Plenary Session of the 19th CPC Central Committee pointed out that "the main contradiction in our society in the new era is the contradiction between people’s growing need for a better life and unbalanced and inadequate development".Among the many growing needs of people for a better life,the desire for good health is undoubtedly the first and most important need.Therefore,the Party Central Committee proposed in the 14th Five-Year Plan that "we should comprehensively promote the construction of a healthy China and prioritize the protection of people’s health in a strategic position." The medical staff is the main force in the provision of medical and health services and is concerned with the quantity,efficiency,and effectiveness of medical services.How to fully mobilize the enthusiasm,initiative,and creativity of medical staff through scientific incentive mechanisms to make medical services equally accessible,efficient,and of high quality,which has become the focus of research by medical experts,scholars,and health managers in various countries.Ningxia W People’s Hospital is a tertiary B-class comprehensive public hospital integrating medical care,teaching,scientific research,and community medical and health services.To implement the health China strategy to enhance the public’s sense of health,to build consensus and synergy on reform,to modernize the hospital and refine its management for high-quality development,and to maintain the advantages of being a municipal leading demonstrator meeting the people’s requirements for diversified,personalized and high-quality health services,it is necessary to fully stimulate the medical staff to innovate and their entrepreneurial ability,improve the level of treatment and enhance competitiveness.Based on the theory of incentive mechanism,this paper concluded that the overall average of medical staff incentive mechanism in Ningxia W City People’s Hospital has not yet reached satisfaction and must be further optimized through questionnaire survey method.The interview method was used to identify six key issues that need to be solved,such as unscientific salary and welfare incentive mechanisms.Five main reasons for the ineffective incentive mechanism for medical personnel were analyzed using quality management tools such as fishbone diagram and Plato diagram.Thus,eight optimization measures and six guarantee measures are proposed,which are practical and innovative,and have some reference significance for the optimization of incentive mechanism of public hospitals of the same level.
