Li Qingchen was born in1032and died in1102. His another name was Bang-zhi.He wasa senior official in the political stage of latter Northern Song Dynasty. He participate inpolitical activities during the five dynasties of Renzong, Yingzong, Shenzong, Zhezong andHuizong, and hold the post of rangking minister three times during the three dynasties ofShenzong, Zhezong and Huizong,“as the rangking minister three times, pervade threedepartments of Shangshusheng, Zhongshusheng and Menxiashen.” His political destiny waschangeable, three ups and three downs, produced an important influence on the latter part ofthe political situation of the Northern Song Dynasty.Li Qingchen, as being a Jinshi, began to enter his official career in1053. Thereafter, heworked as Sihucanjun in Xing zhou, magistrate of Hechuan county in Jin zhou. In1065, hepassed the examination of “Zhi ke”, he was appointed Mishulang, as the Jiedupanguan inSuzhou. In the early years of Xining period, he passed the examination of “Guan ge”,therefore, he was promoted as Jixianjiaoli and Tongzhitaichangliyuan from Mishulang.Afterwards, he followed with Han Jang to govern Shan xi, because of Muting of Qing zhou,he was blamed to be the Tongpan of Hai zhou. In the early years of Xining period, he wasreinstated as Jixianjiaoli and Tongzhitaichnagliyuan. In the early years of Yuanfeng period, hewas promoted as Zhizhigao, Hanlinxueshi, and he participate in official system reform ofYuanfeng, then he was promoted as Libushangshu. In the sixth years of Yuanfeng, he waspromoted as Shangshuyoucheng, since then he became the ranking minister. In the latter yearsof Yuanfeng, he participated in the activity of supporting Zhezong to be the successor. In theYuanyou period, GaoTaihou control the government, conservatives come back to court, andthe New Measures were abolished completely, Li Qingchen made stand againstconservatives’ deeds, therefore, he was relegated out the court. After Zhezong control thegovernment, he was called back to court, and was promoted as Zhongshushilang. He initiatedthe Shaoshu first, and took charge of recovering several New Measures just as Mianyifa, butbecause he resisted Zhang Dun to retaliate conservatives excessively, he was relegated out the court again. After Huizong became emperor, he was promoted as Menxiashilang, but at thecontend of power of Prime minister with Zeng Bu, he was attacked by Zeng Bu, and waspushed out the court, finally died at the position of locality.Li Qingchen was generous, magnanimous and tolerant. As an official, he abided bylaw,fulfilled his duty, and never practiced favoritism nor harmed the public. In front of majorissues, he always be able to maintain the political character of personal independent ideas,dare to hold the principle, take the situation in general seriously, do things fair and equitable,regardless of personal benefits, stand up to promote justice bravely, for this reason, he wasoften relegated out the court.In this paper, a comprehensive and informative material, which was from Li Qingchen’sfamily background, his official course and the historical events that he participated in, waswell used. Through this research, I strived to objectively understand and evaluate thehistorical figure of Li Qingchen, as well as to know the important historical role of the groupof reform that were slanded and criticized.
