The Official System Reform in the late Qing Dynasty is a self-help measures when they are faced a severe political situation. Although the reform in order to designed to save the severe politics at the beginning, on the whole, there also have some embodiment of modern politics among them. The development of the situation is not as rulers and the constitutionalists wish, but to a certain extent, the system reform is beneficial to promote the establishment of the modern political system and the transformation of society.Due to the reform involved widely, the social from all walks of life to give high attention on the issue. The main body of public opinion is not surfaces within the hierarchy and the constitutionalists, the revolutionaries, even ordinary people outside the rule group have many comments. Raise the opinion of the interaction between the system reform of the overall picture, it has become the important factors that affect system reform direction. The Official System Reform in front of public opinion from all walks of life around the main steps to reform the way and a variety of specific issues in a fierce debate. Early system reform, the public opinion focused on "change" and "no change" and "put on hold" or "sudden change" debate issues. And the game between autocratic and democratic, also with the destruction of the Qing Government temporarily came to a close.
