The past thirty years have witnessed the rapid development of China andprovided unprecedented opportunities for its emergence. Remarkable achievementshave been made by Chinese people under the leadership of Chinese government.These achievements involve aspects like economy, culture, environmental protectionand social affairs. Pleasantly, China’s comprehensive national strength andinternational status have been greatly improved. As a result, China is playing moreand more important role in handling international and local issues and thecommunication between China and the outside world has been more frequent indiverse aspects. China is becoming a focus for and attracting more attention from therest of the world. While we are going global and knowing more about theinternational community, foreign countries and people also desire to get moreinformation about what is happening in the emerging oriental nation. The GovernmentWork Report (hereinafter referred to as GWR) is regarded as a formal andauthoritative political document of China’s government, looking back at achievementsmade by Chinese government in the past year and outlining guidelines, tasks for thefuture development. Therefore, it can be the one of most reliable information sourcesfor the outside world to obtain. Needless to say, the quality of the translation of GWRwill directly affect our communication with the outside. And the any distortion andmistakes can cause huge loss for Chinese government. Even though, in recent years,some research and study have been carried out in this aspect, the translation of GWRhas not been discussed adequately and systematically enough. In light of this situation,this author will unfold systematic discussion of the2012GWR translation based onthe functional translation theory, hoping to find appropriate and effective translationtechniques and devices to help render GWR translation and other political documents.Besides employing functionalism as the theoretical support, the paper also discussesthe text type, language style and text function of GWR as well as linguisticdifferences between Chinese and English to make the analysis more convincing. Onlysuccessful and precise translation of GWR can make sure our communication and cooperation with the outside world.
