Effect Of Transformational Leadership On The Public Commitment In Governmental Context: The Public Justice As A Mediator

Nowdays, some reforms to the government system had been done, but thetransformation leadership poses a serious problem for the government with all itsassociated the public justice and commitment. How does it work from thetransformation leadership to the public commitment? To solve this question will bemeaningful for stability of society.Transformational leadership, a branch of leadership theory, developed based on thehierarchical theory of needs.The present research on transformational leadership mostlybelongs to the category of enterprise, research on transformational leadership ingovernmental context is rarely. Based on this, this study examines how transformationalleadership influences the public commitment in the government context. The studyinvestigates the mediating role of the public justice (i.e., interactional and procedural)based on leader-member exchange theory and social exchange theory. The article usedescriptive statistical analysis, a variety of data reliability and validity, structuralequation modeling analytical methods and other analytical methods, combining thequalitative research and quantitative research.The results showed that: The positive correlation between transformationalleadership, the public justice and commitment. Secondly, transformational leadershiphas significant impact on the public justice; thirdly, two dimensions of the public justice(interactional and procedural) have a significant impact on the public commitment. Inaddition, the study finds that transformational leadership significantly influences thepublic commitment to governmental workers partially through the publics’ interactionaljustice and the public commitment to government partially through the publics’procedural justice in government context. That is to say, how to elevate the level of tnepublic commitment has two strategies: one way is the four dimensions (moralemodeling、visionary vision、individualized consideration、charisma) of transformationalleadership; another way is the public justice. Finally, according to the research results,this paper puts forward related suggestions and the prospect for future research.
