The development of culture has become the theme of the world, and enhancingthe cultural soft power becomes an important strategy of national development.Advanced culture is not only the driving force for the development of the economy,but also an important way to enhance national cohesion and comprehensive nationalstrength. Historically, in the74years of the CPSU governing period, the shortcomingof ideological and cultural despotism emerged from Stalin Times. After the StalinTime, ideology and culture became more and more ossified and unitary, this causedgreat damage to the political, economic and cultural development of the Soviet Unionand the CPSU governance. Studying the forming process of CPSU ideological andcultural despotism, and analyzing its the basic traitts and after-effects, is helpful for usto take this as a warning, attache great importance to the ideological and culturalconstruction, handle ideological and cultural issues properly.The paper consists of four parts:In the first part of this paper, we introduced the connotation and the formationprocess of CPSU ideological and cultural despotism. By analyzing the specifichistorical background of the ideological and cultural policy of Lenin, Stalin,Khrushchev, Brezhnev period, we studied the policies of the leaders in the field ofideology and culture, concluded the evolution process of formation and strengthent ofCPSU ideological and cultural despotism.In the second part of this paper, we summed up the basic traitts of CPSUideological and cultural despotism. These mainly include absolute simplification inthe fields of ideological and cultural; CPSU and its leaders directly intervening in theacademic debates; CPSU and its leaders providing the answers to all the socialproblems; and rigorously restriction on newspaper licensing, press censorship, systemcontrol of the literary and art workers.In the third part of this paper, we elaborated the after-effects of the CPSUideological and cultural despotism. These mainly include impeding to culturalprosperity seriously, throttling literary creation, imprisoning people’s thoughts, eliminating social dynamics, hindering economic development and producing politicalcentralization easily.In the last part of this paper, we summarized the profound lessons of CPSUideological and cultural despotism and the important role of cultural soft power to thecomprehensive national competitiveness. Through studying of the CPSU ideologicaland cultural despotism, we mainly elaborated the principle of dealing with culturalissues, cultural leadership and management methods, the relationship between culturalinheritance and cultural development, and emphasized the importance of culture,exerting the function of culture, to promote social and economic development.
