As the society becomes more and more open, the communication between people, especially the strangers, becomes increasingly frequent and complex. Social morality is the easiest and most basic standards of public life, so how to make every citizen understand social morality, identity social morality and practice social morality better is very important to current moral construction of citizens. Domestic research on social morality has been carried out for many years and a lot of achievements have been achieved. But mostly from the Angle of relatively narrow, such as pay attention to perfect the ethics theory, request the social members to abide the social morality norms and so on. The research of this perspective is important, but it seems to just stay on the surface for the social morality construction of modern society and not touch the fundamental. We hold the opinion that from the perspective of consciousness, that is, deep probe into the problems of the citizen’s morality consciousness is likely to achieve the fundamental problem of citizen morality construction. So in the critical period of social transformation in our country, exploring how to cultivate the modern social morality consciousness has great influence on the citizens’ moral quality improvement and the construction of a modern society.In simply terms, social morality is the most common and most basic social norms in public life that all the members in society should comply with. Social morality consciousness is the cognition and understanding of social morality, and on this basis, achieved for firm views and ideas of public life rule through the external influence and personal accomplishment. Social morals and social morality consciousness is the dialectical unification relations, and they support each other and promote each other. According to the new requirements of social morality consciousness put by the modern society, modern social morality consciousness mainly contains body awareness, sense of respect, public awareness, awareness of the rules and the good faith consciousness.The citizen’s social morality consciousness is generally weak in our country, so there are many phenomenon that against the norm of social morality. In the relationship between man and man, mainly reflects in the lack of civility and moral indifference. In the relationship between man and society, mainly reflects in the treatment of public goods at random and indifference to the rule. In the relationship between man and nature, mainly reflects in the performance of the ecological environment destruction and natural resources plundering.A social phenomenon always has its deeper reason. The citizen’s morality consciousness in our country is weak mainly because of our social transformation, the social morality education’s tendency of formalization, the traditional ethical culture of valued private morality and in light of public morality and the insufficiency of citizen’s social morality accomplishment.To cultivate the citizen’s social morality consciousness in our country needs efforts from all sectors of society. First of all, we must strengthen the institutional construction of social morality. Second, we need to promote community morality construction to build good citizens’ public life space. Thirdly, we need to promote civic consciousness education. Finally, we should enhance the citizen’s self-education.
