Research On Supply Efficiency Of Public Cultural Service Of Harbin

The theory of demand level points out that people's happiness has changed from material abundance to high-quality,heterogeneous spiritual and cultural services.The change of social main contradiction makes the research on the supply efficiency of public cultural services become a new topic.First of all,on the basis of determining the extension of the study,based on the supply level of public culture in Harbin,the paper analyzes the supply mode,explains the supply basis,and outlines the current situation.Secondly,taking Nangang District as an example,the questionnaire survey is carried out to find out the actual performance of the main problems and analyze the reasons.Thirdly,the supply efficiency index system is established,and the applicability of DEA evaluation model is verified by testing the Pearson correlation coefficient of input-output data.The quantitative calculation and analysis of the supply efficiency of public cultural services in nine districts of Harbin are carried out to confirm four problems in the supply efficiency of Harbin public cultural services: low efficiency in management,low efficiency in resource allocation,low efficiency in contradiction between supply and demand,and single restricted income of the main body.Thirdly,the welfare analysis of supply,through the analysis of the three stages of the development of supply efficiency,which is the comparison of supply cost and income of social public cultural services,obtains the optimal application decision of the overall supply event,and based on the comparative analysis of the net income and supply efficiency of the individual supply event,obtains the optimal selection basis of the individual supply event,and puts forward the welfare improvement.Based on the law that supply efficiency externalities affect supply efficiency,this paper summarizes four main factors that affect supply efficiency,and conducts empirical test.Finally,in view of the four problems that lead to the low rate of supply of public cultural services in Harbin and the four external factors that affect the supply efficiency,this paper puts forward countermeasures and suggestions one by one and expounds the specific methods to improve the supply efficiency,hoping to provide some useful ideas in the practical work of the construction of public cultural services in Harbin.
