Research On The Supply Efficiency Of Public Cultural Services In Western China

In recent years,with the increasing supply of public cultural services in the western region,the efficiency of supply and the utilization of resources have also received much more attention.China has successively issued a series of policies on optimizing the supply level of public cultural services in the western region.However,simply increasing the scale of investment cannot solve the dilemma of the low-levelsupply of public cultural services in the western region.The long-term low-level supply will not only lead to the waste of national and local finances,but also to the inheritance of cultural culture and cultural cohesion in the western region.Therefore,this study concentrates on the supply efficiency of public cultural services in the western region,and committing to make academic contributions to the improvement of the level of public cultural services in the western region,which will make great significance to China's rational resource allocation and sustainable development.This paper first summarizes the existing research,based on the new public service theory,the theory of optimal provision of public goods,and establishes the evaluation index system of public cultural service supply efficiency in line with the actual situation in western China according to the principle of science,relying on input and output.The model and the constructed index system determine the efficiency evaluation model applicable to this paper,and quantitatively analyze the supply efficiency of public cultural services in 11 provinces,autonomous regions and municipalities directly under the central government in the western region: using data envelopment analysis(super-efficiency DEA)for the western provinces The public cultural service supply efficiency is measured,and the affecting factors are assumed,which are explained fromfour aspects: per capita GDP,education level,population density and cultural expenditures.The possible impact on the efficiency of public cultural service supply,based on the measured efficiency results,using the SFA model to calculate the correlation coefficient of each hypothetical influencing factor,summarizing and analyzing the main influencing factors of public cultural service supply efficiency and efficiency in the western region.Finally,based on the measured efficiency results,evaluation index system,and main influencing factors,combined with the actual situation in the western region,the countermeasures and suggestions for improving the supply efficiency of public cultural services are proposed from the aspects of economic input,institution size,personnel size,and citizen demand.Thus,The supply efficiency of public cultural services promotes the vigorous development of public cultural services and provides people with higher quality and more satisfaction.
