At present, the rise of cultural and creative industries become a distinctcharacteristic in the global economy development. Multination has put forward theconcept of "culture building nation ", China has made the culture industry into thenational strategy and proposed the industrial doubling plan, turning it into a pillarindustry. Qingdao,as a historical and cultural city of China,has always pay muchattention to the development of cultural and creative industries, and become a pilotcity in culture system reform and the first batch of public cultural servicedemonstration area. In2013Qingdao published " views on implementation of threelarge crossing projects to promote the cultural undertakings and cultural prosperity anddevelopment of creative industry " and other documents, which make morecomprehensive steps into the cultural and creative industries. But Qingdao’s culturalcreative industry also has small volume and lack of highly influential cultural brands;the industry promotion policy is not perfect, it need to be improved in system andinnovation; the lack of first-class city cultural and creative atmosphere and talents; lackof cultural consumption habits, cultural consumption expenditure is low.System research on the cultural and creative industry policy is less, for Qingdaoand other city promote policy study for cultural and creative industries arecomparative of less. Using literature research, field research and comparative analysisin this paper, based on the analysis of Qingdao’s cultural and creative industrydevelopment status and Oriental cinema projectcase, analyzes the successfulexperience of British, German, Japan, American, South Korea and other countries, andstudy the policy in Beijing and other3cities for reference. Also discusses the maincultural and creative industries in China, Shandong and Qingdao to promote policy.Standing on the development goals and positioning, focus on the development ofcategory, organizational guarantee, market access policy, land and housing policy, taxpolicy, investment and financing policy, cultural market and consumer policy, talentintroduction policy, work incentive policies, contrast the differences between Qingdaoand Beijing, Hangzhou, Shenzhen, Changsha, Qingdao need to be improved in thefollowing aspects such as the organization and leadership, encourage private capitalinvolved, financial institutions to support the small cultural and creative enterprises,encourage participation, increase the intensity of talent introduction policies.Finally, it put forwards a series of policy recommendations: Innovation of culturalcreative industry management system; support small and micro enterprise culture;letcommon capital play role; strengthen the cultural and creative industryintermediary;connect the channels of various economies; strengthen the introductionand cultivation of talents; build an excellent traditional culture inheritance system;increase efforts for International Creative City;encourage consumption culture;nurture cultural and creative atmosphere; develop marine culture;promote a variety ofindustry convergence. Innovative and practical of this paper, it contributes to the studyof theory and practice to enrich the policy of Qingdao cultural and creative industriesdevelopment, also provide a reference for the development of local cultural andcreative industries in other city.
