The concept of creative industry (CI) is a relatively new idea in China. It is a term that was first used in the UK in 1997 and now is a term used all over the world. Creative industry is identified as one of the keys to economic transformation. It enables innovation and improved productivity across other sectors within the economy. But many problems has occurred during the creative industry development within China ,such as lacking of creative talents,short of capital,weak in intellectual property protection etc. which had restrained the development of the creative industry. Government is the most important power in creative industry promotion. And it's their duty to offering a proper exterior environment for industry development and enterprise competition. Policy and programming are the tools to settle this. The succeed experience of the developed country has shown that positive promote policies acting an important role and making decisive effects.In this thesis the subject-selecting background, research purpose, current research situation, theoretical tools for research, research method and process are reviewed. The characteristics of creative industry, the attributes of creative industry and the important functions of the developing and promoting policies in the creative industry are expounded. The status and policy of creative industry in main developed countries (U.S.A., U.K., Japan, S. Korea) are investigated and the current situation of domestic creative industry is detailed analyzed. Through the above study, we can draw that our creative industries still on primary phases and the main existing problems of domestic creative industry are small integral scale, slow development, unreasonable industry structure, inadequateness of the policy support, "multi-administration" characteristics and imperfect legal system. Therefore, some strategies for the quickening creative industry development are put forward as following: define clearly the guiding ideology and principles of creative industry, determine the developing goal, deepen the reform of management system, quicken the conversion of mechanism, promote the reform of ownership system, establish the creative industrial clusters, perfect and implant the industrial policy, strengthen the legal construction and extend the application of modern science and technology increative industry.
