The Function And Effect Of The Local Government Power In Remolding Particular Minorties Traditional Culture

As the only national Lahu Autonomous County, the local government of Lancang Lahu Autonomous County in Pu’er City, Yunnan province has implemented a series of measures in the name of "cultural preservation". But the essential aim of those measures is to develop the local tourism under the cover of cultural vigor. Scenic spots characterized with the culture of Lahu have been set up; bases aimed at cultural inheriting have been established; even a festival, Gourd Festival, has been inaugurated conventionally for the Lahu people.Since1949, State power having become one of the powerful force for shaping national culture. In this historical context, the Lancang County, who shaping the culture of the Lahu culture, is one of the new phenomenon of some local governments that want to achieve rapid economic development to shape the national culture in line with their own needs in recent years.After practical examine and literatures reading, this author have found that the Lahu culture has been changed in its shaping process. Those altered but fostered culture has been transmitted to the Lahu people through the interpersonal communication. And the Communication effects are going to be inpact by the historical and economical factors.Whether the anticipated results could be made through the governmental intervention of culture? What kind of influence could be brought in through such intervention? Moreover, what are restricting elements to those results? In order to search the answers for those questions, this author has adopted the methodologies of field work combined with the literatures reading. By examining those series of measures applied by the local government of Lancang Lahu Autonomous County in the process of cultural pervasion, this author attempts to analyze the power of government which exerted in the shape of Lahu culture.
