Public speaking is the process or the actions of addressing aspeech to the public, which is a language-based activity to arouse theenthusiasm and thought of the audience. Leader’s inaugural address isa typical one.There are similarities between simultaneous interpretation andpublic speech. Actually, simultaneous interpretation and publicspeech are complexly social activities. The goal of public speech is toconvey speaker’s intention and purpose. Hence, simultaneousinterpreters who translate Russian into Chinese are equivalent tomaking a public speech. During the process, with the help of theinterpreters, the understanding of both sides can be achieved. In fact,interpreters and speakers play the same roles, and they all express theideas orally. But the speaker express directly, while the interpretersare the real transmitters of the information. The speakers andinterpreters have strong language skills and logic in terms of wordsand sentences, and they can use them accurately. So, it can be saidthat interpreter is speaker, but the speech is just one part of theinterpretation. While translating, interpreters adopt some languagestrategies used in public speech to improve translation ability.Mastering of skills in public speech can improve interpretation, whichdetermines the success and failure of translation.The paper takes President Putin’s inauguration speech in2012forexample, which focuses on analyzing the problems appeared in theprocess of translation. At the same time, some measures will be takento cope with the situation. Besides, translation skills and strategies inthe public speech are analyzed. This paper is divided into three parts. The first chapter talksabout public speech and simultaneous interpretation, which consistsof characteristics and significance of public speech, relationshipbetween public speech and simultaneous interpretation and the qualityneeded for the simultaneous interpreters. The second chapter focuseson the characteristics of public speech based on President Putin’sinauguration speech in2012, which involves the lexicon, syntax andrhetoric. The third chapter mainly discusses translation skills andstrategies of the Putin’s inauguration speech, including: integrity andconciseness of the message, timing of translation, flexible speechconversion, free translation and so on.
