Higher Vocational Education (HVE) has developed for more than20years. It isa higher level vocational education, which is quite different from academic educationand secondary vocational education. Both theoretical research and educationalpractice have been developed quickly in HVE. However, because the traditionknowledge is more important than skills still exists, it is difficult to establish itscharacteristics. It has not played its role in the vocational training, which is especiallytrue in its Public English teaching.This thesis is divided into four chapters. The first chapter introduces thebackground of the HVE teaching reform, research methods and also clarifies thepurpose of this thesis. The second chapter discusses the Public English teachingtheories of Higher Vocational College (HVC) which consists of four parts. They arethe development of HVE, English Language Teaching in China, the roles of PublicEnglish teaching, and the features of the Higher Vocational Public English incomparison with College English. The third chapter analyzes the issues of PublicEnglish teaching in HVE based on a survey in terms of students, teachers andteaching methods. For students they lack the motivation, interest, and a good attitudein learning English. For teachers some of them are unqualified, unprofessional, andunconventional. Issues on the teaching process are unclear instructional objectives,traditional models, and single teaching assessment. In the fourth chapter, thecountermeasures for the above problems are put forth as follows; cultivating student’sinterest in learning, constructing “Double-Qualified” teaching staff, making upprofessional related curriculum content, setting up an autonomous learning model andimproving the teaching evaluation.Research methods like literature analysis, comparative analysis, and experiencesummary are adopted in this thesis. For the purpose of attracting the attention of therelative departments in HVE teaching and then resolving the problems from the root.The present situation of Higher Vocational Public English Teaching (HVPET) is analyzed and researched in this article. All of these will be theoretically significantand practically valuable for facilitating the reform on Higher Vocational PublicEnglish Courses and for improving the teaching quality of HVC.
