With the rapid economic and social development in China, higher Vocational education is boosted up so as to foster a new generation with practical skills and abilities to meet the needs and challenges of the fast progress of world science and technology. English language teaching, as an important component of the higher vocational education system, should also focus on professional purposes specialty—related skills and language applicability, especially the ability of using English to deal with the future work-related business. However, its achievements so far are not totally satisfactory. So, it is necessary to carry out investigate the reasons and analysis for the purpose of promoting the reform of the public English teaching in higher vocational and technical colleges, improving the quality of vocational English teaching and realizing the goal of cultivating applied specialized talents with high qualities and high skills.This paper is divided into the four parts, as the follows:At first, this article states the background and necessity to perform English education reform in higher vocational technology colleges. Secondly, it defines several concepts involves in this article. And then, the author explains her main purposes as well as significance of writing this article. At last, the article talks about its research methods and literature summary.In the second part, the article explores the theory of public English teaching in higher vocational and technical colleges. Firstly, the article studies the goal of talents development. Also, the author compares "the public English teaching in higher vocational and technical" with the "public English in general colleges and universities", to sum up the feature of the Public English. Then it analyses the position of public English in higher vocational education. From this comparison and analysis, the author concludes the particularity of public English teaching in higher vocational and technical colleges.The third part mainly analyzes the existing situation of public English teaching in High Vocational Education by means of a survey in terms of students, teachers and teaching methods. As to the students, they have not right motives, interests as well as attitude in learning English. They are lack of solid English foundation and get unfavorable results. And the teaching structure is not reasonable, which consists of unqualified and unprofessional teachers with backward concepts. Another problem lies in the teaching process with unclear instructional objective, traditional mode and single teaching assessment.In the fourth part, the author makes a study of some countermeasures against the problems. Hence some measures and suggestions to reform the public English teaching in higher vocational and technical colleges are put forward mainly focusing on the following five aspects, namely:the non-intellectual factors of students, the cultivation of bi-qualified teachers, the integration of vocational English, the study of autonomous study mode and the diversification of evaluation system.Through the research of the current status of public English teaching in higher vocational education, the article is for the purpose of solving the problem from the root. The author tries to arouse some government officials, who should pay close attention to the significance of top quality English teaching. It's high time for us to take an action to improve the quality of English teaching from the source. From it, my study has theoretical significance, along with some practice value.
