Chinese economy has been developing since the reform began more than 30 years ago. Now it is the year of 2014 in which Chinese higher education reform has opened to strengthen Chinese higher vocational education. One of the reform is 600 universities are encouraged to be higher vocational colleges. Another one of them is English marks will not be added in the total marks of National College Entrance Examination.The course of English plays a leading role in talent cultivating at higher vocational education. But the recessive truancy phenomenon in English classes at higher vocational colleges of China is normal. To cope with the phenomenon and to reduce the level of recessive truancy by students it can not be done by the concrete means. And the teaching quality of talent cultivation has declined. This has caused more and more concerns.Basing on the analysis of the documents and on the reference to the previous researches, the author takes Hebei Vocational College of Foreign Languages as the example, with English majors of five departments. The author plans questionnaires on the students who are both on and off campus, and on the English teachers of three grades in this study, to analysis the multi main reasons of higher vocational students’ recessive truancy. Then the author put forward countermeasures to reduce the level of students’ recessive truancy on English classes in higher vocational colleges.
