Culture Industry Cluster And It’s Governance

This study focus on the question of Culture Industry Cluster Governance andit’s centralization. Our literature review find that a comprehensive study was givenon the Centralization of Culture Industry and Cultural Industry Park. it also remind usthat although these researches emphasize the core role of cultural industrygovernance strategies on promoting the Centralization of Culture Industry and theConstruction of Cultural Industry Park, they didn’t give a systematic study on “Howthat can be achieved”, or given more attention on national strategy of culturegovernance instead of some secondary strategies such as Urban Governance andPark Management. However, as what mentioned before, Urban Governance and ParkManagement were much more important than national strategy.Therefore, We focus on some secondary strategies about the Centralization ofCulture Industry and the Construction of Cultural Industry Park： How UrbanGovernance and Park Management can promote the Centralization of CultureIndustry and the Construction of Cultural Industry Park line with the law and natureof Culture Industry Cluster.This article will consists of the following parts：Firstly，we’ll summarizes theresearches on the function of Culture Industry Cluster Governance，and focus on therelations between Urban Governance, Park Management and the Centralization ofCulture Industry and the Construction of Cultural Industry Park.The second part,as the most important of this article is a case study on theCultural Industry Park of Shanghai. we describe the formation and spatial changesand discus it’s current model of development and management. Depends on this,westudy the Operating Mechanism, the development model and the problems ofCentralization of Culture Industry and the Construction of Cultural Industry Parkunder the institutional background in China. The third part study on some typicalforeign cultural industry parks and summaries experiences of Culture Industry ClusterGovernance in foreign countries. Based these comparative studies, we find someproblems of Shanghai Cultural Industry Park, which can also be taken as typicalproblems of other Culture Industry Clusters in China. For this, this paper give a newperspective (the role and behavior incentives of urban government) to analyzesthese problems.Base on this，we try to give our opinions on the sustainabledevelopment of urban cultural industries.
