The Planning Regulations And Construction Practice Of Hankow In The Period Of Concession

Hankow, the latest fortificated town of Wuhan, has become the central`sand even China’s most important inland commerce trading center in thesubsequent half-century. However its rapid growth was not only dependent onthe excellent water transport condition and prosperous commercial basis, theestablishment of Concessions has promoted urban development of Hankow ongreat significance, and had formed the urban space different from thetraditional pattern of the old city. As the window of Hankow modern urban,planners of concessions not only introduced Western urban planningregulations, established urban construction and management system as well,and what`s more, to learn from the experience of Shanghai Concession, and touse the land-use control methods to achieve the planning intents. This articleintents to review the Hankow Concession`s regulatory system, managementsystem and technology system during the1860to1930s from the perspectiveof the modern practice of urban planning, trying to associate the city’sconstruction and implementation results with the planning intention, and todiscuss the practice result under the guidance of the construction andmanagement systems. Meanwhile, it concerns about the impact of concessionplanning system to the same period of the old Hankow town and during theRepublic of China Hankow`s urban planning and construction.This article mainly includes "Planners`Intend","The Textual of planningintentions ","The Achievement of planning intentions" and "The Localizationof Concession Planning Ideas" four parts. The first part begins from"planners" of the Hankow concession period, to summarize the possibleintentions in three areas of legal system, administrative autonomy and controltechnology. The second part intends to explore the planning intention how tobehave in the regulation text, and to learn the formation and evolution ofmanagement systems through different concession`s laws and regulations. Thethird part contrast of the Municipal Council records, the status map and theremains of concession`s buildings and spaces, to proof the planning application technology during Concession period. The fourth part go to thesame period Hankou Chinese community and later in perspective, to explorethe relationship between Concession and the Chinese community, and thepossible continuation and inheritance of concession planning ideology inHankow in the Republic of China.This paper is intended to restore the modern planning history of Hankow,and to explore the source of Hankow`s modern urban planning, what`s more,to build an overall study framework of Hankow`s modern urban planning andconstruction in Concession period, to fill some of the gaps in the history.
