Research On Construction Of County Level Public Cultural Service System In Gansu

Culture is the foundation of a nation and a driving force to rejuvenate the nation. To inherit national culture and to develop advanced culture, and to support popular culture and to abandon backward culture are important content of building a society. How to root fine traditional culture in people’s heart and how to stabilize cultural essence with positive energy in this changeable world are top work for cultural builders. Only by deeply launching public cultural service, enriching culture works, spreading outstanding cultural projects, carrying forward socialist core values, improving cultural theory, producing more products and building new type cultural service system, can the general public benefit culture, develop with culture and strengthen national power by culture.This article studies present situation of and existing problems in public cultural service system of Shandan County, Zhangye City in Gansu Province, utilizing comparative analysis and case study, taking advantage of lesson from Chengmai County of Hainan Province and Qingxu County of Shanxi Province, it focuses on breakthroughs and restrictions of Gansu public cultural service system and explores the best way out. At first, the article analyze definition of basic theory including public service, public cultural service and public cultural service system. Secondly, it compares Shandan with Chengmai County of Hainan Province and Qingxu County of Shanxi Province and discovers that Shandan suffers from insufficient financial support, poor infrastructure, uneven resource allocation, and less safeguarding of people’s cultural interest. Shandan prefers construction than management and has a low level public cultural service. It has not established coordinating system and has not reached high level sharing and co-building initiatives. The author follows a viewpoint of county party committee and county government and reflects the situations as a local civic servant. The author believes there exists gap on understanding, role and cultural policy, and deeply rooted cause such as one obligation with several staff members, restriction of geological environment, incapable management of cultural NGOs in local area. Finally, the article argues that the effective ways to improve Shandan public cultural service system should be to readjust government obligation and management thought, to make various financial input combining government funds and social capitals, to innovate method and make full use of recourses, to cultivate talents and professionals and introduce social organizations, to strengthen propaganda and mobilize people’s participation, and to regulate legal assistance.
