The Hainan administrative divisions set by the central government during the Ming and Qing dynasties has established the foundation of today’s administrative divisions. Most of the counties are similar to today’s cities geographically. During the Ming and Qing dynasties, the setup and adjustment of the county-level administrative division of Hainan Island changes by the changes of the complex geographical environment and social factors faced by the feudal dynasty, so, the central government continuously strengthens the direct control of local government. The Ming and Qing dynasties rulers restructure the county-level administrative regions and grass-roots level administrative organizations, based on the reality of the feudal control force, as far as possible deeply infiltrated its force into every corner of the Hainan Island.At the same time, the rulers also adjust the relationship between counties and the central dynasty that makes the setup of basic administrative organizations more reasonable and perfect, which forms the original cities and towns of today. In addition, the gain or loss from the administrative division adjustment of Hainan Island will provide some reference for today’s administrative management, so that the central government can strengthen the construction of China’s southern Xinxiang economy and coastal defense reasonably.
